The ex-head of the Krasnoyarsk PFR department was sent to the colony for a bribe and forgery

The court sentenced the former head of the Department of Information Technologies of the Krasnoyarsk PFR. This was told in the prosecutor's office of the region.

According to the supervisory authority, in the spring of 2020, the head of the unit became aware of the imminent conclusion of the state contract for the modernization of the local-computing network of the OPFR administrative building in the Krasnoyarsk Territory on the Partisan of Zheleznyak. He decided to endure the maximum benefit for himself and turned to a friend of the entrepreneur.

The man promised a businessman in return for 1.3 million rubles to unjustify the cost of the contract and guarantee not only victory in the auction, but also unhindered acceptance of work. The contractor conducted modernization for 2.5 million rubles and, by agreement, provided an act of 5.3 million. Despite the fact that the entrepreneur did not fulfill his contract obligations in full, the work was accepted and budget money was transferred to the account.

In April 2022, a state contract for the supply of cartridges for printers was concluded between the OPFR in the region and the company for the sale of consumables for office equipment. The main requirement is the originality of the product. However, the entrepreneur went to the head of the department with a proposal to save and put analogues. For unhindered acceptance of 658 compatible cartridges, the businessman promised to pay 10 % – 774 thousand rubles.

“When it was time to check the quality of the goods, the manager instructed the subordinate to transfer the pre -marked cartridge for the examination. A month later, the head of the UIT OPFR signed an expert opinion on the authenticity of the product. On its basis, the regional OPFR was accepted and paid for the goods in the amount of 7.7 million rubles, ”the prosecutor's office said.

However, the man could not get the bribe intended for him, law enforcement officers stopped his actions.

Based on the materials of the prosecutor's office and the regional department of the FSB, criminal cases were instituted and investigated. The court recognized the already former head of the Department of Information Technologies of the Krasnoyarsk PFR guilty of receiving a bribe on an especially large scale (part 6 of article 290 of the Criminal Code of the Russian Federation), abuse of authority (part 1 of article 286 of the Criminal Code of the Russian Federation) and official leakers (part 2 of article 292 of the Criminal Code of the Russian Federation) and sentenced to 9 years of strict regime.

In March 2023, the court sentenced the man to a fine and forbade to occupy positions in the state authority for 5 years to try to receive 774 thousand rubles.
