According to secret Russian documents that the Estonian information service received, the base located in pioneering is part of the Toboł strategic network intended for conducting electronic fight. It covers several supervision, defense and command systems, and its goal is on the one hand the protection of Russian satellite communication systems and navigation against potential attacks on the part of NATO, and on the other, weakening the intelligence activities of the Alliance countries.
Construction of one of the centers in the Królewiec region, focusing in satellite supervision, for which the Russian Ministry of Defense was responsible, officially began in 2009. The remaining complexes, which are part of the system – as the documents show – are also located in other parts of the Russian Federation: in Sierpuchów near Moscow, in Penza, Czeboksari, and also in Ulan-Ude in eastern Siberia behind Lake Baikal.
Generated interference can be focused not only on satellite positioning systems such as GPS, Galileo, Glonass, but also to the STARLINK satellite telecommunications system.
Secret bases in the Królewiec region. The Russians intensify the actions
Countries neighboring Russia report problems in aviation and navigation from the beginning of the Russian military attack on Ukraine. The disturbances intensified after 2023, leading, among others to change civil aircraft routes. Warnings were also issued for the Sea Area of the Finnish Bay, after the disturbances began to report the crews of the ships. Navigation problems are most often manifested in the fact that devices provide incorrect location data or positioning data completely disappear.
In July, Estonian organs reported that just behind the eastern border of Estonia near Narwa and the coast of the Narew Gulf, Russia installed new drowning systems. According to experts, the Russians interfere with the satellite navigation signal to protect their objects and infrastructure (including located in the St. Petersburg region) against the raids of Ukrainian drones.
The Finnish daily “Ilta-Sanomat”, in turn, writes that Russia has been developing devices drowning navigation systems since the 1980s, i.e. since the West has introduced weapon systems led to the target using GPS, and currently the use of NATO by the Ukrainian army of NATO weapons currently increases Russia's ability to react and generate disturbances.
