The Presidential bill on the CPK Act was received by the Sejm

On Friday, the Presidential bill on the CPK Act received the Sejm. The project assumes, among others Completing the construction of the airport near Baranów until December 2031, as well as the development of railway lines. The project also provides for the closing of the capital's Chopin Airport by the end of 2032.

On Friday, information about the provision of the bill on the implementation of the investment of the Central Communication Port was published on the website of the Sejm. The president announced a legislative initiative in this matter during his speech after Wednesday's sworn in.

The aim of the project is to ensure the implementation of the investment necessary for the creation of CPK, the scope of which has been defined and specified in the Act of 10 May 2018 on the Central Communication Port.

The project involves completing construction works at the new airport, which is to be built at Baranów, as well as obtaining certification and consents to launch air operations by the end of December 2031. In the case of a railway line running through the tunnel in Łódź, the CPK node and Warsaw-Łódź line, the deadline for completing these investments was determined at the end of 2030.

The bill also assumed that the length of railway lines, for which applications were submitted for a decision on environmental conditions in 2030, will be at least 1338 km, and the operating speed on newly built railway lines will be 250 km/h. As part of the CPK railway program, a total of approx. 2 thousand. km of new railway lines, including high speeds (KDP).

The attachment to the project also includes a list of all sections of railway lines covered by the obligation to carry out design and environmental works. The justification emphasized that such a solution will ensure railway service over 50,000 residents that will be on the planned route of the railway line – in particular Kalisz, Płock and Grudziądz.

“The implementation of all indicated sections of the railway lines is of fundamental importance. The Central Communication Port has been planned as the heart and jumper of a modern communication system, including all types of land transport. Eastern ” – noted in the justification.

Pursuant to the presidential project, the value of financing the CPK program using tax securities is to amount to at least PLN 66 billion 180 million to 2032. However, the statement of reasons indicated that the bill “does not entail an additional burden of the state budget in relation to the burden already adopted on the basis of binding acts and resolutions of the Council of Ministers.” Instead, it assumes an increase in the financing value of the program using tax securities.
