The package 2 of fiscal measures for the public administration is ready: over 6000 positions disappear, the mandates for the management positions / new rules and the evaluation of the employees - document are reduced.

The Ministry of Development has put in public consultation the measures regarding the reform of the public administration, which provide for the reduction by more than 6,000 positions at the Cabinet of the Dignitaries of the Central and Local Administration, but also new rules for performance evaluation and for the occupation of the positions. These provisions will be included in the new package of measures that the Bolojan government will adopt.

One of the main measures to ensure the efficient spending of public funds is “the reduction of the number of personal counselors from the dignitary's office at the level of central public administration and the reduction of the number of councilors from the local public administration level according to the number of inhabitants of each locality”.

“This measure generates a reduction in the total number of positions at the office of the dignitaries in the central and local administration of 6,060 positions, respectively an estimated reduction of the salary expenses over the last 4 months of 2025 of 193,920,000 lei and an annual economy of 581,760,000 lei”, the foundation note shows.

How many stations of counselors are now nationally

Currently, at national level, 10,126 positions are provided for the office of the official constituted at central and local level, as well as for the prefect's chancellery, according to GEO no. 57/2019.

“The number of positions in the cabinet at the level of the central public administration varies between 9 positions at the Prime Minister's office and 1 post at the Cabinet of the State Subsecretary and its assimilation, and at the local level the number of positions at the Cabinetului and the deputy mayor varies between 6 positions at the Cabinet of the General Mayor of the Municipality of Bucharest and a post for the Cabinet, and a position for the Cabinet, in the document.

Their role is to support the local dignitaries or elected officials or prefects in the elaboration of documents, as well as the management of current activities.

New rules for promoting meritocracy to the state

Other changes in the draft law aim to promote performance and meritocracy among the employees of the public administration as follows:

  • the introduction of a system of limited mandates and horizontal mobility/rotation, at the level of the senior civil servants and of the civil servants of management of the central public administration. This system will be differentiated – mandatory or voluntary – depending on the sensitivity of the positions, thus strengthening the management of the performance based on competences, leading to the reduction/avoidance of politicizing the public function or to the maintenance in the same functions, vulnerable to actions/external influences (in areas such as public procurement, control). Thus, the measure will also contribute to the increase, in this way, of the prestige of the public function.
  • In the subsidiary it will be followed the restriction of appointments for the temporary exercise of public management functions to the situations and periods in which the respective positions cannot be occupied by: recruitment, promotion, rotation or transfer.

For the public functions corresponding to the senior civil servants and for the sensitive public management functions of the central public administration, provisions regarding:
a) exercising these functions based on limited mandates;
b) Making multiannual assessments of individual professional performances, based on the evaluation of the management performances,
c) regulating a new form of modification of the service relations, respectively the mobility by rotation.

The draft law is also proposed:

  • the introduction of the norms to regulate the evaluation of the individual professional performances of the civil servants based on competences.
  • The possibility of exercising the service report with partial time, in other limiting situations than those provided in art. 378, by regulating the possibility of exercising the service report with a short time of work time at half -time at the level of the local public administration authorities, if the tasks. corresponding to the job can be made with a short time of work time.
  • the possibility that the final civil servants appointed in public functions based on a partial time service report can exercise another part -time service report within another authority of the local public administration or subordinated public institutions, as the case may be, insofar as the duties provided in the posts related to the two public functions are similar.
  • Correlatively, it is regulated that they are not in an incompatibility situation the civil servants who exercise service relations with partial time within the authorities of the local public administration or subordinated public institutions, as the case may be.

Prime Minister Ilie Bolojan announced that all fiscal measures in package 2 are to be announced until the end of July, when the Executive will go to Parliament to assume responsibility, in an extraordinary session of the legislature.

The government led by Ilie Bolojan has already assumed responsibility for the first package of fiscal measures, which will enter into force from August 1. The most important measures include VAT increase from 19% to 21%, increased alcoholic and alcoholic beverages and 10% CASS input that exceed 3,000 lei.
