The AI (AI Action Plan) plan announced on July 23 by the US President Donald Trump is an attempt to shape the global market for American conditions. He has strategic, not only technological or economic ambitions – Aleksandra Wójtowicz from the Scriptures assessed PAP's studies in the Thursday conversation.

The White House published on July 23 the Plan of Artificial Intelligence Development, opposing regulations and the fight against disinformation, as well as the establishment of American “domination” in this area and the creation of an international alliance under Washington's leadership. The plan calls for depriving US opponents access to technology. Document, created by the president's advisers, including David Sacks, a former investor from the Silicon Valley and ally Elon Musk, talks about the need to “win the race” for dominance in the AI area. At the same time, he calls for limiting state and federal regulations, powerful investments in the construction of AI and energy infrastructure.

This means not only larger investments, but also accelerating the pace of building this type of installation. The third part of the plan is International influence. Trump assumes that the United States will export their AI technology to the whole world – said Wójtowicz.

– One of the more controversial elements of this plan is the second of the three executive regulations that Trump has signed. It applies to the so -called Woke AI, which assumes that artificial intelligence models created in the US are to ignore certain ideas and theories. For example, they are not to take into account the critical racial theory or the concept of systemic racism. They are considered by the creators of the plan as hostile, left and progressive theories. This raises questions about the scope of political control over the development of AI. What's more, this approach contradicts Trump's narrative about defending freedom of speech. He often talks about censorship, accuses it of, for example, European regulations. Meanwhile, as part of his own AI strategy, we are dealing with selective exclusion of content. It is a form of censorship, only conducted from another ideological point – said the analyst.

– Environmental issues are another important controversy. As part of the Trump strategy, it is assumed Huge outlays on the development of artificial intelligence, without much looking at environmental costs. I am talking about the construction of many new factories, data centers, i.e. installations with very high energy consumption. The problem is that AI is treated here as the primary goal before which other values give way. There is no sustainable approach. This element of strategy also raises concern, especially in the context of global climate obligations. Trump explicitly focuses on technological dominance. But the question at what cost it will be achieved – added Wójtowicz.

– the third and the most important aspect of controversy for us AI exports. In recent months, the Biden administration has introduced the so -called AI Diffusion Rule, which divided the countries into three groups, determining how many advanced AI chips they can import with the USA. It was already controversial at that time, because it suggested differentiation of partners according to strategic criteria. Trump completely abolished this mechanism. In return, he proposed a new model – each country will individually negotiate import conditions. This is very typical for his style of foreign policy, the so -called Deal Making. But this results in a greater dependence on the USA. You will not simply buy chips, you will have to buy entire packages: software, hardware, models, security. Such an export model significantly deepens the technological and political dependence – summed up Wójtowicz.

– In this context, a question arises about the reaction of the European Union. Will it be able to act as a block and negotiate together with the US, or rather will be subject to bilateral contracts? For now, there is no clear answer. The topic is fresh, and the EU has just ended difficult trade negotiations with Washington. Trump would certainly prefer to talk to individual Member States. Such a model is already tested, for example, in the United Arab Emirates. Negotiations and joint construction of data centers are underway. But from the perspective of the Union, a common action would be more favorable. After all, we have a uniform market, and differentiation of technological conditions between member countries can disrupt this market. Common policy would also be more effective, it gives more tender – the expert of the Scriptures pointed out.
