According to Lewandowski, projects will predict, among others verification of tenants' income social housing, term of office of housing cooperatives.

The Minister of Finance and Economy Andrzej Domański said at the end of July that the current deputy head of MRIT Tomasz Lewandowski (left) would deal with housing matters in the new ministry appointed after the reconstruction of the government. This week, Lewandowski organized a meeting with the inhabitants of Warsaw, where he talked about the government's plans for housing policy.

Lewandowski said that after the Parliament recently completed work on the Housing Act (Act on the support of social construction), the new ministry is preparing another set of draft laws that deal with this issues. He emphasized that they have, among others improve the situation of social housing tenants and curb the existing pathologies in housing cooperatives.

As he said The package of these solutions consists of, among others from the “small” and “large” act on housing cooperatives. The project of the first of them is expected to go to the government “next week”. According to the deputy minister, he will abolish the possibility of conducting general meetings in writing. The “Large Act” is to introduce concept in the management of the cooperative – without limiting their number.

– We want the boards to stand before the supervisory board, say what they did and what they want to do in the next term. I think it will be invigorating and refreshing for the whole cooperative life – argued deputy minister of finance and economy. He added that the act will also include a provision to transfer responsibility for decisions in the scope of maximum corporate debt from the General Meeting to the Management Board.

The proposal that caused the Deputy Minister's discussion with the inhabitants was Postulate of conducting universal verification of income for social housing tenants. As Lewandowski emphasized, the ministry “should know how much the tenant earns to know who we have in the housing resource.” He assured that verifications are aimed at eliminating a situation in which a man “earning between 18 and 20 thousand zlotys pays one -fifth market value for renting an apartment.”

According to the deputy minister, if the verified person exceeds the appointed income threshold, his rent is to increase proportionally. – If someone exceeds the high income threshold, there will be a raise, but this increase will not be automatic, it will be proportional. Depending on the percentage of crossing the threshold, such a percentage of the increase will be – explained Lewandowski. He added that these verifications will not apply to pensioners.

As he reported, the department's plans also include an increase in the income threshold, according to which social apartments are awarded. Until now, the amount of these indicators was the responsibility of local governments. – We want to introduce a nationwide threshold. A statutory indicator, which will be much higher than all current income thresholds in local governments – he emphasized. He explained that this solution is to eliminate the phenomenon of the so -called rent gap. It is a large group of people who have too high income to get a social apartment, but too low to rent a flat on the secondary market.

Lewandowski, asked if his ministry plans to enable Reitom in Poland (funds investing on the commercial real estate market for rent), assured that there are no such plans at this moment. – I have no knowledge about any ministry to work on the reits now – emphasized the deputy minister. He added that “first you need to reverse the trend of” goods “of apartments and lead to a situation in which people will treat the apartment as a good that serves to meet housing needs, not the investment good.”

The deputy head of finance and economy added that his ministry also prepared a project “Act on cooperative lands and perpetual usufruct” and a project “Act on the Portal Dom” – to inform about real real estate prices. Lewandowski emphasized that he submitted a request to enter the first of them in the list of government's work, and the second of them “at the beginning of August will be in the Sejm.”
