“As a result of the analysis and measures of the last month, we have the projection for August-December to make an economy of 40.3 million lei. Being a larger ministry and the amount is higher. Much of these savings come from the salary expenses that have been reduced. Reduction by 22.7% of income is not necessarily a good thing“, Stated the minister, who mentioned such a decrease for employees involved in projects financed from European funds in the first fiscal package.
In addition to lowering salary expenses, Mipe also made a reduction of 77 positions. “I reduced the positions with 77 people, which I did not kick, but who voluntarily left in June and July. The other discounts are on operating expenses, headquarters, maintenance services, etc.“Pîslaru said.
According to the minister, the expenses with rents from all the ministry's offices, including those in the territory occupied by intermediate bodies (OI), are very high.
“The situation I discovered related to the cost of rents in the ministry is not likely to delight me. We have very high expenses. More than half of these expenses are financed from European funds, so we must keep the proportions“, says the minister.
Rents will be renegotiated
He mentioned that it sent to all the providers of rental spaces that have a contract with MIPE that, by the end of the year, to negotiate the reduction of rents by 20%.
“It seems to me that it is a matter of solidarity. After all, the ministry is one of the fundamental customers in this area and beyond. At the amounts we pay I am convinced that we can make a common effort with those who keep us in space. And this is also true for all the offices that the ministry has in the territory“, explained Dragoş Pîslaru.
He proposed that, from next year, a solution to combine offices to several deconcentrated institutions will be found. “Perhaps part of these contracts in the country to divide them, for example, with the Regional Development Agency (ADR), so that we are in a single building“Pîslaru stressed.
He also mentioned that many of the external movements of Mipe “were either completely canceled or reduced” and added that the expenses with the professional training of the staff were reduced.
The Minister of Investments and European Projects has proposed, in the reform area, an extremely ambitious objective, that MIPE will become a completely digitized ministry.
He said that all the chiefs of the ministry have begun to use digital signatures, and the management authorities are even more advanced in this regard. “This principle, 'paperless', so without paper, is a principle that I want to have in our structures as soon as possible. “concluded the minister.
