The prime minister spoke about the need to invest in Polish defense technologies on Tuesday, opening the meeting of the Council of Ministers; At the meeting, he brought with him dummy of several types of ammunition produced in Poland – as he said – for drones. He emphasized that it was “modern equipment and produced entirely in Poland.” He also pointed to the expansion of various types of drones, including air and land, in Polish plants and companies.
The head of government emphasized that if Poland spends “such gigantic money” on defense – about 5 percent. Investing in Polish industry, science and technologies – as the prime minister said to ministers – it must be crucial not only in defense, but also in the areas of responsibility of other ministries.
The Prime Minister also announced that on Wednesday he would visit the Warsaw Institute of Air Forces. This military research facility will be presented the latest achievements when it comes to various types of unmanned and armaments for them.
Last week, the institute was held a ceremony of signing contracts between military research facilities and the Ministry of Defense. Pursuant to the agreement, institutes will in the coming months to provide soldiers from various units and various types of troops for tests of all kinds of unmanned aerial vehicles developed in Poland; For this purpose, institutes can, among others establish cooperation with private equipment manufacturers.
During this ceremony, the deputy head of the Ministry of National Defense Cezary Tomczyk announced, among others simplification of the rules. As he said, “a whole system of changes was prepared to saturate the armed forces in the as a short time as possible.”
According to the new regulations, the purchases of small drones will be able to directly lead the commander of military units, and the army as a whole will be able to buy the needed unmanneders under the so -called “Urgent innovative need” – this solution, similarly to the already functioning so -called urgent operational need, is to significantly simplify and speed up the process of purchasing equipment.
The defense industry is also to be involved in the project to disseminate drones in the army – including private – and also Cyberspace defense forces, whose experts will, for example, be responsible for the issue of software used in drones.
In recent months, the management of the Ministry of National Defense has emphasized that the goal is to disseminate drones at every level of military organization – from large structures, such as the entire brigades or battalions, to individual teams, counting several soldiers.

In the agenda of the Council of Ministers there were two projects from the so -called deregulatory projects. The first is a draft amendment to the Act on compulsory insurance, the Insurance Guarantee Fund and the Polish Motor Insurers' Bureau, whose purpose is Resignation from the obligatory imposition of fines to insurance companies for each delay in the damage liquidation process.
Currently, the supervisory authority is forced to punish insurance companies for each delay in the liquidation of damage, late responses to foreign claims or chronic proceedings conducted for the Insurance Guarantee Fund.
The second deregulation projects applies the rules of paying the holiday equivalent. It is a draft amendment to the Labor Code and the Act on the company Social Benefits Fund. The project provides, among others Determining the date of payment of the holiday equivalent for the same day in which the remuneration is paid. Employers will be able to make one transfer of money due with the payment of the last salary.
Another point in the agenda – already from outside the pool of deregulatory proposals – this is a draft amendment to the Postal Law Act, which concerns transferring almost PLN 2 billion in Poczta Polska in the years 2026-2027 to finance the obligation to provide a universal service. Currently, the limit of state expenditure for this purpose is about PLN 1.3 billion.
The funds to be obtained by Poczta Polska are to be used to finance the obligation to provide a universal service in 2024 and 2025, and Poczta Polska would receive money for this purpose in 2026 and 2027. Currently, the limits of state budget expenditure for this purpose are PLN 651 million for 2026-2027.
The government will also deal with a project prepared by the Ministry of National Defense – it is amending the Polish language Act. It is about introducing entries under which it will no longer be necessary to translate all technical documentation regarding military equipment into Polish. As indicated in the justification of the project, it is primarily about situations in which in a given industry – e.g. in aviation – the norm is to use English, and the documents translated into Polish are basically unnecessary.
The Council of Ministers will also bend over the project amendment to the Act on the exchange of information with law enforcement agencies of the European Union, third countries, European Union agencies and international organizations. The project aims to implement the provisions of the European Parliament and Council of 10 May 2023 on the exchange of information between the law enforcement agencies of the Member States of 10 May 2023 into the Polish legal order.
In addition, the ministers will also deal with a draft amendment to the Biocidal Products Act. (PAP)
