The measures taken after the scandal of the cockroaches in the Floreasca Arși Center. Minister Rogobete: “When I read the letter, I stopped!” / What changes regarding the treatment of patients in hospitals will be made

The Minister of Health, Alexandru Rogobete, announced on Tuesday evening that he went to inspection to the Big Center at Floreasca Hospital, following the scandal generated by the open letter of a patient who was left without analgesics after the operation, in a salon where she discovered. Rogobete said that, in addition to the disciplinary measures, the legislation that regulates the treatment of the arches, as well as the activity of the sections will be changed.

Alexandru Rogobete said, in a show at Digi24, that at Floreasca Hospital there are three controls: one of the State Sanitary Inspection, another of the Control Body of the Ministry of Health, to which is added that of the College of Physicians aimed at the therapeutic conduct of the medical staff in this case.

“We will close the two administratives tomorrow, at the College of Physicians it will take a few days,” Rogobete said.

The head of the Center of Burns Avoid the Minister

“When I read the letter, I stopped! I couldn't believe a patient in a university center of pain. I was told that there are no analgesics. Completely. I checked and there are analgesics for all the patients in Floreasca. The fact that a whole weekend was properly administered,” he said, “

He added that the head of the Big Bar Center at Floreasca Hospital, Tiberiu Paul Neagu, was not present during the visit that the minister made.

“You realize how much price he put on this situation. He had a death in the family, but I understood that he extended his leave after the scandal broke out. I expected him to find him at the hospital, that the visit was announced (…) I publicly suggested to resign. All the discussions were with the manager of the health unit,” he commented.

Fines after controls

The minister claimed that the Floreasca scandal shows another major problem of the sanitary system, namely communicating with patients and their belongings.

“It has not been put on this year in a row. There are no adequate communication courses in other countries in other countries.

He said that the State Sanitary Inspection applied fines to the disinsection company for administrative irregularities. “No cockroaches were found during the inspection, but administrative inconsistencies were found,” Rogobete said.

Another problem identified is that the severe burns do not hold centralized ventilation, although the norm provides for this. The problem is to be remedied by starting a public auction, according to the government official.

“People no longer trust, justified, in the health system. My most important objective is to regain the confidence of people in the health system. All the measures we have announced have this purpose, plus respecting dignity and humanity in hospitals in Romania and a human treatment that we are obliged to offer,” said the minister.

A new evaluation mechanism from patients

A technical working group with doctors who treat burns in all countries, with inspectors from the State Sanitary Inspection is to be constituted, the purpose being to revise the legislation on the treatment of the arches. In parallel, the Ministry of Health (MS) will initiate the change in the way in which the department heads are evaluated from all hospitals, regardless of their specificity.

“I will modify the order of the minister regulating the operation of the Centers of Arms, I have ordered the financial sanction measures for the companies that did not do their job (…) The head of the section will be evaluated on a series of medical performance indicators for the team that coordinates, on administrative criteria and according to the evaluation of the patients who have passed through that section.”

In addition, patients will have, this fall, a mechanism for evaluating the medical personnel who treat him. Thus, the ministry will send questions to patients by SMS for hospitalization, an online form will be made available and sometimes unannounced telephone interviews will be used.

On the other hand, beyond the scandal of the last days, Alexandru Rogobete has said that, for now, the results of the Floreasca Center are good.

“We cannot ignore the fact that from 2024 until now, in Floreasca Hospital, 200 patients with serious burns have been treated, 80% of whom have left home. The mortality is below the EU average,” concluded the minister.

Three controls required by the minister

The Minister of Health, Alexandru Rogobete, announced on Monday, in a dialogue with Hotnews, that he sent the state health inspection and the control body after the sister of a hospitalized patient there, in a Facebook post, the lack of analgesics and the presence of cockroaches in the section. He also asked for a control of the College of Physicians, who verifies the compliance with the medical protocols.

The Minister of Health said that he took into account the “modification of the Minister's Order” by which the Floreasca Arcii section was declared the only center for great burns in Romania, said Alexandru Rogobete.

“We will make some changes to the order of the minister, in order not to repeat these situations,” says Alexandru Rogobete. The Minister of Health speaks of possible “administrative measures and maybe even sanctions”, depending on the results of the controls.

Images that led to controls

The sister of a patient admitted to the Center for Big Arși in Floreasca posted on Facebook Pictures of cockroaches and accused that patients do not even receive sufficient analgesic.

The patient with severe burns on 70% of the area of the body admitted from the beginning of June to Floreasca, after an explosion of the power plant, was transferred last week to a Belgium Belgium center, after the Metropolis Foundation raised 100,000 euros for its transfer. The amount covers one month of treatment, but the patient may need 3 months of hospitalization.

Alexandru Rogobete said that the Ministry of Health is looking for solutions to make the rest of the treatment pay by the Romanian state. Given that Romania had, on paper, a center for great burns – the one from Floreasca Hospital – the cost of the costs of treatment abroad by the Romanian state was not possible from the beginning, from a legal point of view.

Alexandru Rogobete also says that the transport of the patient to Belgium was provided by the Emergency Department, and the costs of transport are borne by the Ministry of Health.

An order approved in April last year, in the mandate of former minister Alexandru Rafila, provided that the burning section of Floreasca Hospital becomes the first center for great burns in Romania. Doctors and patients then accused the fact that Romania did not have, at that time, sections that correspond to the standards of the legislation for the safe treatment of patients with serious burns.

They accused that the order of Minister Alexandru Rafila adapted the legislation to the situation in the field, instead of happening the other way, so that the center at Floreasca Hospital should be transformed “from pen” into a center for big burns.
