The government sets up a structure that doubles the activity of Amepip, the super-agency of the state companies

The government announced the approval, in the meeting on Thursday, the working group for the reform of the public enterprises. The working group will analyze the situation of state companies, propose measures related to their management and propose measures related to performance indicators. Many of the duties of the new structures are already in charge of the Agency for Monitoring and Evaluation of Public Enterprises (AMEPIP).
The working group on the reform of public enterprises is an inter -ministerial one, made up of representatives of the state, and is different from the one announced by Deputy Prime Minister Dragoş Anastasiu, who will be formed by the private environment.
- Amepip is the institution for which the procedure for appointing the management was resumed, after the selection process carried out in the spring, because it did not meet the criteria required by the European Commission.
- None of the candidates arrived on the short list were suitable for the three management positions. Currently, Amepip is in a new process of selection of a president and vice-president.
- Amepip appointments are essential for Romania to unlock almost 400 million euros from PNRR.
- Currently, Amepip has interim leadership.
The work group approved by the Government on Thursday will be coordinated by Deputy Prime Minister Dragoş Anastasiu. According to the Government, the Deputy Prime Minister Marian Neacșu, as well as representatives of the Ministry of Finance, the Ministry of Economy, the Ministry of Energy, the Ministry of Environment, the Ministry of Health, the Ministry of Justice and the Secretary General of the Government will also be part of the Government.
Regarding Marian Neacșu, Gabriel Andreescu wrote, in an opinion article, that “the presence of this man in the government is” PSD arrogance “.
The working group will permanently inform the prime minister about the stage of reaching the objectives, the Government states.
What tasks will have the work group on reform public enterprises
According to a Government statement, the working group will analyze the situation of state companies and propose measures for:
- Ensuring transparency in the management of public enterprises.
- Reducing the number of members in the board of directors and surveillance board.
- Review of driving allowances, as well as performance indicators in public enterprises.
- Establishing some financial and specific performance indicators that are relevant to an efficient activity.
- Development or investment plan according to national strategies. (It is considered the establishment of a mill regarding the projects financed in full from the state budget to ensure the co -financing by our country of the projects in the PNRR)
- Reduction of surplus staff.
What follows:
- Publication of data, amounts and changes related to allowances + performance criteria (term).
- The reorganization of AMEPIP, by modifying the related legislation in order to monitor the activity of the relevant public enterprises, in compliance with the indicators established by the PNR and according to the OCDE standards.
- Reviewing allowances and reducing the number of members in the board of directors, by properly modifying the legislation in force (GEO no. 109/2011 with subsequent modifications and completions), in accordance with the requirements approved with the representatives of the European Commission.
- Initiation of the modification of the performance indicators at the proposal of the ministries and the Agency for the Monitoring and Evaluation of the Performance of Public Enterprises and the reduction of the provisional both in the public and local level public enterprises.
- Closing, merger or transfer of public enterprises with losses for more than three consecutive years.
- Listing on the stock market of public enterprises.
- Expanding the number of companies approved by ministries for preparing the waiting letter and indicators for selection.
- The analysis of the arrears registration by certain public enterprises.
What the super-agency of state companies is dealing with
Many of the duties of this group are already at Amepip, an institution that has the role of establishing the corporate governance policy, coordinating the implementation of the rules in the field at the level of the guardianship authorities, to monitor and evaluate them, respectively to apply sanctions for the identified deviations.
More precisely, Amepip has the role of regulatory and strategy.
Among the duties of Amepip are:
- The initiation of the draft normative acts in the field of corporate governance of public enterprises and the approval of the draft normative acts with incidence in its field of competence;
- Elaboration and implementation of regulations, in order to apply the principles of corporate governance;
- Elaboration or modification, with the consultation of the relevant ministries, the state ownership policy and the transmission to the Government, for approval, by decision;
- Monitoring and evaluating the implementation of corporate governance principles by tutelary public authorities and public enterprises.
- Approves the – performance key indicators of public enterprises.
Bolojan government will also set up a group of private experts
In addition to this inter -ministerial group, the Bolojan government is to set up one made up of private environment experts. Deputy Prime Minister Anastasiu offered, two days ago, some of the names involved in the discussions regarding the formation of this group: Speranța Munteanu, Mihaela Mitroi, Crenguța Leaua, Iancu Guda, Anca Grigorescu.
So far the composition of the group has not been officially approved. “The group of experts will work, when it will work, in addition to this working group today by this memorandum,” Ioana Dogioiu said on Thursday.
This stated that “it will be most likely constituted by the decision of the Prime Minister”.
