The Minister of Health, Alexandru Rogobete, said in a press conference that private hospitals will have to bear the costs of treatment for patients who “start the diagnosis and treatment” in private and are transferred to public hospitals when their medical situation “complicates”.
The official argues that this transfer takes place in “100% of cases”, and the public hospital “invests in the patient's recovery of money, but these medical services are not properly settled by the National Health Insurance House, and the natural medical complications that appear in many patients are not financially covered by the health unit”.
“For this component, we come up with a firm measure, which will most likely be discussed in the public space, but is absolutely necessary to limit this phenomenon, which we all know. The transfer of the responsibility of paying the costs in which a patient is discharged from a private health unit and transferred or re-interned in the same type of care, or in the case of the same type of care, Chronic patients, for pathologies of the same type, within 48 hours of discharge, in a public health unit.
Minister announced sanctions for fictitious settlements
Rogobete claims that there are “many situations” of “fictitious settlements”, both in the public and private health system.
“We have come to the conclusion that many services were settled, although they never happened, and we were surprised to see that many services were settled on the same patient, although the patient was never present in the public or private health unit,” added the minister.
He says that for these situations the government comes “with a rather difficult measure, but not impossible to apply”.
“The establishment of a sanction and the recovery of the value of the medical services if during the period of the contract the control structures of the houses and, of course, of the Ministry of Health reports, according to the contract, in order to settle them, services that have not been performed, and the hospital medical services provider cannot prove to them on the basis of them,”
The Minister of Health explained that “the sanction will not be in fines”, but “it will be a large amount by a large percentage, of 10%, to the value of the hospitalization services for the month in which these services were registered”.
“In short, the house will not pay 10% of the value of the contract with the sanitary, public or private unit, if such cases of fraud, after all, of the system and fictitious settlement of the services are identified,” added Rogobete Minister.
Alexandru Rogobete pointed out that “a phenomenon happens”.
“I am sorry that I must, in 2025, say it so directly. There are certain health, public and private units, which set up, or who invoice, said otherwise, to the National Health Insurance House, for a month, services – and give you a figure, it is not real, it is only to understand the phenomenon (…) – 10 million, lei per month, this is not possible.
Under these conditions, the official said that the Ministry of Health and the National Health Insurance House “will carry out controls and apply a sanction of 20% of the value of the contract with the House for those situations in which proof can be made through invoices or by documents for the delivery of medical equipment, medicines or medical supplies”.
