The government is working on a document that will determine the Poland's development strategy for the next years – according to the description of the assumptions published on Monday on the project on the medium -term Poland's development strategy for the next decade.


On Monday, in the list of legislative and program works of the government, assumptions were published to the draft resolution of the Council of Ministers regarding the adoption of the project “Polish Development Strategy until 2035”.
As indicated in the description of the assumptions for the project, the medium-term state development strategy defines the basic conditions, goals and directions of the country's development in the social, economic and spatial dimension for a period of 10-15 years and detailed activities for a period of four years. Document under the name “Poland's development strategy until 2035” It is to be “the state's response to the changing geopolitical and international environment.”
As described, the strategy project presents the most important conclusions from the diagnosis of the social, economic and spatial situation, and the four most important goals of the strategy were described referring to the need to build a new balance between the competitiveness of the economy, social cohesion in the conditions of an aging population, the security of the country, as well as the balance between the development of the metropolis, small and medium -sized cities and rural areas.
In addition, seventeen priorities are to be included in the project, i.e. areas of the activities of the key state from the perspective of achieving the objectives of the strategy. They specify key challenges in a given area, directions of activities and indicators to achieve strategy in the horizon. The “areas of strategic state intervention” and “model of the functional and spatial structure of the country” are also to be described.
The strategy project is also to describe the monitoring tools, a four -year action plan, strategy financial framework and an annual strategic diagnosis. The latter will be a new cyclical document covering a description of the changing conditions for the implementation of the strategy and assessing its implementation. In the case of financial framework, three main components of funds for the implementation of the strategy were described: national funds of the public finance sector, EU funds and funds of development institutions – the description of the assumptions for the project was indicated.
As noted, the strategy will be monitored with the help of implementation indicators in the perspective of 2035, with indirect values at 2030. The strategy also includes an action plan containing the key from the point of view of its goals projects, the implementation of which will be implemented in 2026-2029.
“The leitmotif of solutions planned in the strategy is the search for a new balance between the competitiveness of the economy, social cohesion and the security of the country. The last decades were the period of rapid economic growth of Poland. At the same time, despite joining the highest developed countries in the world in terms of GDP per person, in many aspects of social life Poland still maintains a condition closer to countries with moderate development level. For institutional care for children and public transport, the emission of the economy or the level of social inequalities.
It was also pointed out that this creates the need to “build a new balance” between the competitiveness of the economy capable of maintaining high economic growth, social coherence, i.e. taking care of good quality of life for all citizens, especially in the context of the rapidly aging population and the security of the country, which will be reflected in both military strength and resistance of citizens and state institutions.
The mentioned new balance in the regional policy of the country – according to the authors of the project – means, in turn, care for the development of the metropolis, small and medium -sized cities and rural areas.
