Deputies of the Legislative Assembly of the Krasnoyarsk Territory discussed the provision of social services in the villages

In the Krasnoyarsk Territory, a joint meeting of the Committee for the Protection of Health and Social Policy of the Legislative Assembly and the section of the Coordinating Council was held. The deputies visited Nazarovo, where, together with representatives of relevant ministries, the heads of municipalities and experts discussed the effectiveness of the provision of social services in rural territories.
More than 21 thousand people now live in the Nazarovsky district. One of the features – a large length and a fairly distant distance of settlements from each other – is an additional challenge to the municipality for the implementation of the effective provision of social services to the population.
Before the meeting, members of the parliament visited several hospitals and social institutions and discussed all problematic issues. So, the Krasnopolyansk district hospital was last repaired in 2013, about 30 million rubles need for new repairs.
In the village of Preobrazhensky new outpatient clinic. This is a large and bright building with rooms for relaxation and treatment. In general, the institution is equipped with personnel, many employees are graduates of the Achinsky Medical College.
More deputies visited two libraries in the villages. In Krasnaya Polyana, there is a club for the elderly, created on the site of the Faculty of Health, the Nazarovsky branch of the Krasnoyarsk regional national university “Active Longevity”. In it, older people are taught to use computers so that they do not feel lonely.
Last year, the Nazarovsky district became a pilot territory for the implementation of a project to increase the availability of financial services. On the basis of 10 rural libraries of the district, “financial access points” are open for residents.
The Chairman of the Committee Ilya Zaitsev noted that unprecedented measures were taken in the Krasnoyarsk Territory to attract doctors to work in small settlements with a population of up to 50 thousand people. So, the monthly regional payment today is 30 thousand rubles for average medical personnel and 50 thousand for doctors. But it is impossible to attract qualified specialists only to payments. The interest of local authorities that provide housing is needed, help in solving everyday problems, take care of worthy working conditions. It is this approach that is demonstrated in the Nazarovsky district.
Alena Mironova, deputy chairman of the relevant committee, curator of the Siberian Longevity project, noted that in the conditions of the country's demographic policy and the implementation of the national project, it is very important to extend the active phase of life, to take care of the physical, mental health and social activity of older people.
She talked about the new project “Patch for the village” aimed at obtaining primary and drug skills in places of residence. The project is relevant for residents of small settlements: households will be equipped with first -aid kits, initiative residents will study the skills of providing medical care.
Irina Pastukhova spoke about new challenges and projects implemented by the complex center of social services of the Nazarovsky population. Every year, more than three thousand residents of the district receive more than 90 thousand social services in it. Emergency response is required by signals of social dysfunction, including in families with children. In the area there is a “amulet club” to support the family members of the participants of the SV. It is planned to open a new format for the provision of social services in one window mode as part of the Family MFC project.
Ilya Zaitsev emphasized that “it is impossible to provide truly high-quality services in rural areas without the inclusion of the hospital management, territory, and regional authorities in solving problems. In the Nazarovsky district, we see this interest. There are many working issues in the institutions, but thanks to the close interaction of municipal authorities, the leadership of the regional institutions, they are all solved. ”
