Pricing Price to Basic Food, extended by 30 September 2025

The ceiling of the commercial addition for the basic foods will be extended by three months, until September 30, 2025, according to an emergency ordinance project, published on Thursday on the website of the Ministry of Agriculture and Rural Development (MADR).

“This ordinance regulates the extension of certain terms, as follows: it extends the term of application of the Government Emergency Ordinance no.is mentioned in the note of substantiation of the project, writes Agerpres.

According to the quoted source, the benefits estimated by the entry into force and the application of the measures included in this normative act have the reduction or elimination of the probable negative consequences generated by the current situation, such as maintaining a balance of the agricultural products in Romania and the viability of farms with activity the vegetable and zootechnical sectors, but also of the Romanian processors.

At the same time, the draft normative act creates the legal framework necessary for applying the measures that have the reduction or elimination of the consequences generated by the current situation on the population and the sectors of production, processing, distribution, marketing agricultural and food products, such as: decrease of the purchasing power for the basic food products; distorting the market of agri -food products and the existence of unfair commercial practices, with impact on the population; diminishing the activity of the operators in the economic sectors involved, until the massive reduction or the closing of the activity; maintaining the vulnerability and exposure of consumers to the unfavorable evolutions of agricultural markets.

“The adoption of the measures envisaged by the normative act will lead to the increase of the power to buy the population in terms of basic agricultural and food products, balancing the balance of revenues and expenses, contributing to the improvement of the standard of living, as well as to avoid the depopulation of the rural space. The expenses of the agricultural producers, helping them to re-enter a more stable and balanced position in relation to the business partners.“, is mentioned in the foundation note.

According to the Government Emergency Ordinance no. 67/2023, with the subsequent modifications and completions, the commercial addition rate practiced by the processor is maximum 20% compared to the cost of production of the product. The quota of commercial addition practiced in a cumulative way throughout the distribution chain, regardless of the number of distributors on the chain, is of maximum 5% compared to the purchase price to which the operational expenses are added. The commercial addition rate practiced by the trader for retail and cash carry is a maximum of 20% compared to the purchase price, to which are added the direct and indirect expenses of the trader; In the share of commercial addition of maximum 20%, draws and risturnele will also be included.

The ceiling of the commercial addition to the basic foods, a measure taken in August 2023 to combat excessive price increases and targeting 14 food groups, was continued in 2024, but the list was extended. The executive decided, at the end of last year, the extension of the measure until June 30, 2025.

The list of foods includes: simple white bread with weight between 300-500 grams, without specialties; Consumer milk 1 l, 1.5%fat, except UHT; Grand cow's cheese; Simple cow's milk, 3.5% fat, with maximum weight 200 grams; White wheat flour “000” up to 1 kg; Mălai up to 1 kg; chicken eggs caliber m; sunflower oil up to 2 l; Fresh chicken; fresh pork; fresh bulk vegetables; fresh bulk fruits; fresh white potatoes; White Sugar Tos up to 1 kg; cream – 12% fat; butter up to 250 grams; Magiun up to 350 grams.

Also, the draft Emergency Ordinance extends the term of application of the Government Emergency Ordinance no. 84/2023 until December 31, 2025 inclusive, in order to maintain a balance of the market of agricultural products in Romania and the viability of farms with activity the plant and zootechnical sectors, but also of the Romanian processors.

“Considering that the licensing mechanism provided by the Government Emergency Ordinance no. 84/2023 regarding the establishment of a coordinated consultation and reaction mechanism in the context of implementing the export authorization system introduced by Ukraine, with the subsequent modifications and completions, had the impact of the alleviation and stabilization of the Romanian production, Meslin, corn, oil, wheat flour, sugar, eggs, poultry, with beneficial effects for the viability of the farms and for the agro -food chain, it is appropriate to extend the application term of this emergency ordinance until December 31, 2025 inclusive, to maintain a balance of the market and the market of the agricultural products, but also of Romanian processors “is shown in the document.

According to the quoted source, the non -promotion of these measures can have the influx of agricultural products in Ukraine, the impossibility of capitalizing on the products by the Romanian farmers, the distortion of the agri -food products and the existence of unfair commercial practices, with an impact on the population, the increase of the stocks and their degradation, the abandonment of the Romanian farmers, etc.
