The National Section of Education and Education of NSZZ “Solidarność” has prepared a special school certificate for the Minister of Education Barbara Nowacka. You can read on it that the head of the Ministry of National Education “did not receive a promotion to the next class.” She presented them on Thursday at a press conference in Warsaw.


“The school year 2024-2025, as ministerial announcements, was to be a peaceful year, without nervous movements, so that teachers could finally breathe. Unfortunately, it happened exactly the opposite. There were further” improvements “of activities and teachers must once again adapt to new working conditions. This is not the end. There are new ideas that indicate that the next 2025/2026 will not be calm” – said the chairman of the section Waldemar Jakubowski.
According to him, a sufficient time has passed since the current ruling team has passed the government and the Ministry of National Education could be issued. In connection with the end of the school year, he presented a special school certificate prepared by the Association issued by the head of the Ministry of National Education.

Jakubowski emphasized that the most important thing for the union, i.e. the introduction of the mechanism of connecting the basic salary of teachers with the average salary in the enterprise sector, has still not been dealt with.
As the educational “S” said, he demands an urgent presentation of the legislative project in this matter. He also wants a “honest and real dialogue with the social side in the field of pay reform” and “ending decisions that are of key importance for the future of Polish education.”
The national section wants teachers' basic salary rates in 2026: 90 percent. average salary in the enterprise sector for a beginner teacher, 110 percent For appointed and 130 percent for a qualified, and from 2027: 100 % respectively, 125 percent and 150 percent
It is in favor of increasing the state's expenditure on education and financing of teachers' salaries directly from the state budget.
The educational “S” also demands the restoration of the rules before 2018 to grant leave for health improvement. According to her, the current regulations are unfair, discriminating and lead to pushing the most experienced teachers. Pursuant to them – as he indicates – teachers with the right to early retirement were excluded from the possibility of taking leave for health improvement, and the purpose of the leave was limited only to the treatment of a disease that threatens the ability to work.
“This is necessary to do” – emphasized Jakubowski.
“S” critically assesses the idea of establishing a student ombudsman “as an unnecessary institution duplicating existing mechanisms and undermining the teacher's authority.” At the same time, he strongly protests against the idea of incorporating students in the competition committees choosing school heads, considering him populist and destabilizing the functioning of education.
The section expresses a deep concern with the provisions of the amendment to the Teacher's Card regarding the so -called pre -retirement protection. The provisions proposed by the Ministry of National Education in the opinion of NSZZ “Solidarity” are facade, exceptions to protection become a rule, and teachers are exposed to layoffs without actual protection.
“One more thing that violates order in education is the Ministry's attitude to teaching religion in schools,” said Jakubowski.
As he said, in the opinion of the Solidarity of the Ministry of National Education regulation, they are contrary to the constitutional law of parents to raise children in accordance with beliefs and threatening the stability of the employment of catechists. He pointed to the provision according to which from September 1, 2025, the teaching of religion and ethics will take place in one lesson hour per week, and not two as today and the currently in force from September 1 last year. The provisions, according to which the assessment of religion and ethics, is not included in the average grade on the school certificate.
PiS deputies appealed to the amendment to the regulation in this matter to the Constitutional Tribunal, arguing that it was issued without agreement with the Church. The Constitutional Tribunal found the provision of the Regulation unconstitutional, but the judgment so far – in accordance with the government resolution – has not been published in the Journal of Laws.
“In what situation does it put school heads?” Jakubowski asked.
He also pointed to the controversy that new school subjects arouse, which will be teaching from the new school year: civic education and health education.
The section also demands from the Ministry of National Education to regulate from September 1, 2025, the settlement of oversized hours at the statutory level to end “the unlawful actions of some local governments consisting in the plunder of teachers from their remuneration for the hours implemented”. It also postulates an urgent termination of the case of recording teachers' working time and settlement of remuneration for overtime.
Jakubowski pointed out that although the national section of education and upbringing did not announce the ambulance, just like the Polish Teachers' Union, he also conducts an information campaign on the situation in education. He announced two pickets before the Sejm at the beginning of August: August 5, on the last day of the meeting of the Chamber before the holiday break and August 6, on the day of the new president before the National Assembly. The educational “S” is also to organize a nationwide manifestation on September 13 in Warsaw and “Special Event” on October 14 on national education.
Nowacka: From 2027, teachers' earnings will grow
I am convinced that from 2027, when the civic project of the Polish Teachers 'Union will be able to come into force, teachers' earnings will grow – Barbara Nowacka said on Thursday. She also asked the Sejm to efficiently proceed with this project.
ZNP, who announced a protest an ambulance on Tuesday, demands, among others 10 % increases From September 1, 2025 and the adoption by the Sejm of the civic draft amendment to the Teachers 'Card, according to which the amount of teachers' remuneration was associated with the amount of average remuneration in the economy, so that the amendment enters into force from January 1, 2026.
Nowacka was asked about the chances of implementing the postulate on the indicated increase during a press conference in Rawa Mazowiecka organized jointly with interior ministers and administration Tomasz Siemoniak and infrastructure Dariusz Klimczak.
“The Ministry (National Education – PAP) believes that teachers should earn as much as possible, hence I asked the Minister of Finance to take into account teaching demands,” said Nowacka.
At the same time, she added that “we all know perfectly well in what budget situation is the state at the moment, what problems we have to rebuild Poland after PiS.” She noted that from January 1, 2024, teachers received increases by 30 or 33 percent.
“This year, five percent increases, talks with the Ministry of Finance are underway (…). The three percent increase is certain, because wages must grow constantly,” she added.
She also said that she had a “great request to the Sejm for a joint, efficient procedure of the civic project (Polish Teachers 'Union – PAP). I am convinced that from 2027, when the civic project will be able to come into force, teachers' earnings will grow,” she added.
In the last few months, the President of the ZNP has repeatedly pointed to the sluggishness in the work of the Sejm on the civic project of the amendment to the Teachers' Card, brought to the Sejm in November 2021. The first reading of the project was carried out in February 2022. Then it went to the committee, where further work was not carried out.
The first reading of the project took place in the Sejm on January 25, 2024, after which the project went to the Sejm subcommittee. So far, three meetings have been held. In November, the Presidium was elected during her first meeting. On the second, in December, MPs discussed the work schedule. The subcommittee must end his procedure so that the Education and Science Commission take care of it. However, the information on the Sejm's website shows that “the subcommittee meetings are not planned in the near future.”
Trade unionists have repeatedly reminded that in November 2024 during the 43rd Congress of the ZNP Delegates, the Prime Minister undertook to accelerate work on this project. “There will be no delay anymore,” said Donald Tusk.
At the end of April this year. Trade unionists appealed to the prime minister that “the government would seriously take care of teachers.”
“Nothing is happening in this matter,” said President of the ZNP Sławomir Broniarz at the conference on June 10.
The other two other trade unions operating in education also in favor of connecting the amount of teachers' salaries with the average salary: the National Section of Education and Education of NSZZ “Solidarity” and the free trade union of the “Forum-World”.
