Deputy Prime Minister of Ukraine suspected of corruption. Nabu and SAP have discovered a corrupt diagram in the construction sector

The National Anti -Corruption Bureau of Ukraine (NABU) has charged with abuse of duties and the acceptance of financial benefits to the Deputy Prime Minister, Minister of National Unity Oleksij Czernyszow. The actions of this policy could cause losses of over 1 billion hryvnia, or about PLN 86 million – assessed by Nab.


“June 23, 2025, under the leadership of prosecutors from the Specialist Anti -Corruption Prosecutor's Office (SAP), the detectives of Nabu notified about the suspicion of abuse of power and obtaining benefits (property) on a particularly large scale for themselves and third parties to the current deputy prime minister of Ukraine, which previously served as the minister of development of communities and territories” in a telegram.
Nabu and SAP informed that they had discovered a corrupt diagram in the construction sector with the participation of the highest rank of government officials, which could cause state losses in the amount of over 1 billion Hryvien (about PLN 86 million). Anti -corruption agencies sent notifications of suspected crime to five people, including two related to Czernyszów.
According to the findings of the investigation, the developer and his representative developed a plan to illegally acquire a plot in Kiev with an area of over 11 hectares for the construction of a housing complex. Officials of the Ministry of Development of Communities and Territories created conditions for the transfer of the plot to the management of the said state -owned enterprise, the Secretary of State gave permission to incur a significant commitment, and the director of the state -owned enterprise illegally concluded investment agreements with a “appropriate” construction company.
“According to the findings, the developer was to provide you with some of the future apartments proportional to the plot value. (…) The value (plots) and the buildings located on it were underestimated almost five times, and the difference between such a valuation and market value exceeded 1 billion hryvnia. plots, which was at the request of Nab and SAP, “SAP said.
In exchange for the transaction, the developer and his representative provided the ministry officials and the people they designated discounts on apartments in the already built housing complexes in Kiev. The price per square meter ranged from 1 thousand. up to 8,000 Hryvien, with a minimum market value of about 30 thousand. Hryvien. The total amount of unlawfully granted benefit was 16.8 million hryvnia.
Czernyszow stayed abroad last days. His press service stated that the minister went on a “planned (earlier) business journey to the (states of the European Union).” The President of Ukraine Wołodymyr Zelanski announced on Saturday that Czernyszow was on a foreign business trip and would return to the country after its completion. This happened on Sunday, which the Deputy Prime Minister himself announced on his Facebook profile.
After leaving the headquarters of Nab on Monday, the minister wrote that “he read all the documents provided (MU)”. “I conducted a constructive conversation with the Nabu detectives, which lasted over two hours. I am grateful for the proper and respectful attitude. Oleksij Czernyszow served as the Minister of Development of Communities and Territories in 2020–22. In the years 2022–24 he was the president of the Ukrainian fuel group Naftohaz. On December 3, 2024, the parliament appointed Czernyszów as deputy prime minister and head of the new Ministry of National Unity of Ukraine. This ministry was to deal with “matters of the Ukrainian community in the world”.
