Deregulation reached the Sejm. MPs will decide on the fate of individual projects

The Sejm, which is gathering on Tuesday, will vote on six government deregulation projects. The agenda is also a draft amendment to the Act on the Defense of the Homeland, which is to improve the recruitment process to the army and a project on the termination of the Ottawa Convention, prohibiting the use of anti -personnel mines.

According to the initial schedule of the meeting, the Sejm will start voting work on Tuesday, including over six government deregulation projects.

Draft amendment to the Act on investment funds and management of alternative investment funds It assumes the removal of entries that currently force the depositors of investment funds and alternative investment companies, the obligation to verify the compliance of their activities with the law, investors' interest and internal regulations. The draft amendment to the Act on trading in financial instruments provides for the elimination of the obligation to intermedze a investment company for public securities offers, worth less than the equivalent of EUR 1 million.

Another deregulation project – amendment to the Act on National Tax Administration and the Act on tax on goods and services – provides for the introduction of new provisions enabling the controlled entrepreneur to voluntarily submit a correction of the tax declaration, which partly takes into account the errors detected during the customs and tax control. A proposal to increase from January 1, 2026 of the so -called subjective exemption in VAT from 200,000 PLN up to 240 thousand PLN includes a draft amendment to the Act on tax on goods and services.

MPs will also vote on draft amendment to the pharmaceutical law and the Family and Guardianship Code. The first of them assumes the removal of the obligation to indicate by the pharmaceutical company to the integrated monitoring system of trading in medical products information about the planned delivery site for medicinal products intended for sale on Polish territory. The second project concerns the extension of the deadline for the divorced spouse a declaration of return to the surname he had before marriage from 3 to 12 months after the divorce decision becomes final.

It is also in the agenda Second reading of the government draft amendment to the Act on the Social Insurance System. It applies to the comprehensive regulation of the rules for being subject to social insurance by sailors and paying social security contributions for them. Applicants provide for the introduction of two alternative patterns to social insurance for sailors: the status of a sailor or the status of an employee employed on the basis of a navy employment contract.

The Sejm will also deal with the draft amendment to the Act on the defense of the homelandadopted by the government in April 2022, it is to replace many previously applicable acts regarding the functioning of the Polish Armed Forces and the entire state defense system.

The aim of the project is to improve the recruitment process to the army and improve the managing process of personal resource management of the armed forces, in the scope of personnel, financial and disciplinary activities. The changes assume, among others Regulating the principles of re -qualification of persons whose health has deteriorated, as well as the principles of assessing the psychological abilities of people applying for admission to service. There are also plans to introduce regulations, according to which “recruitment proceedings against the applicant for appointment to military service will last +without undue delay +”.

The project also includes issues related to the financing of purchases of military equipment – including With the help of the Armed Forces Support Fund, from which a large part of key equipment contracts is financed. It comes, among others to enable the Polish side to open a bank account at the Central Bank of the State carrying out orders for armament or military equipment; Revenues from keeping this account are to constitute the fund's revenues.

MPs will also consider a government bill on special principles of preparation and implementation of strategic and key investments in the field of state defense needs and public security and establishing protective zones for some closed areas. The purpose of the new regulations is to simplify the investment in defense.

The regulations are to improve, among others Construction along the eastern border of the installation as part of the “Targe of the East”, construction of new military units, warehouses or training grounds, as well as investments in the expansion of the arms industry. The project involves the division of investments into key investments, such as the East shield, ammunition production and strategic investments. The changes relate to issuing environmental consent, investment implementation on state lands and based on local enterprises, the possibility of expropriation of real estate for compensation, removal from application to the strategic investment of the public procurement law and the creation of protective zones of closed areas.

The Sejm will also deal with a draft amendment to the Act on court bailiffs; It assumes a shift from 65 to 70 years of the border, after which the head of MS dismisses the bailiff's office; This is a return to the regulation before 2019. The project is also to eliminate the current maximum, six -year bailiff's duration, enabling the assessors unlimited time to gain practice.

In the evening on Tuesday, The Sejm will consider subsequent government draft deregulatory laws: amendment to the Corporate Income Tax Act; a novel of the Personal Income Tax Act and the Corporate Income Tax Act; amendment to the Act on inheritance and donation tax.

The first project assumes the liquidation of the obligation to prepare and publish information about the implemented tax strategy by the largest CIT taxpayers. The second introduces the principles of tax refund in the event of a decision on support in the Polish Investment Zone (PSI) or permission to operate in special economic zones (SEZ). The third project concerns a change in the principle of tax settlement in the case of repetitive benefits, such as pensions. Thanks to the adopted solutions, you will not have to submit a tax return in this matter every month. The new regulations also provide for facilitations when making a trade in property, which comes, among others from the inheritance.

On Tuesday, the Sejm will consider the draft amendment to the Act on the restructuring of the debt of entities running farms; It is to improve the process of restructuring the financial obligations of farmers and provide them with protection against enforcement during the consideration of the application for the takeover of debt by the National Agricultural Support Center.

On Wednesday, MPs will listen to the reports of the National Broadcasting Council on activities in 2024 and information on the activities of the National Media Council in 2024.

The Sejm will continue to work on the government draft amendment to the Act on Wind Power Plant Investments. The Sejm will also work on a parliamentary (KO) draft amendment to the Act on patient rights and the Patient Ombudsman. He assumes that people from the age of 13 will not need the parent's consent to use the help of a psychologist, psychotherapist or environmental therapist as part of guaranteed services. People from 13 to 16 years old would have the right to three visits per year without the consent of the legal representative, and people from 16 years old – without restrictions.

On Wednesday, the Sejm will deal with the government's bill on the termination of the Ottawa Convention prohibiting the use of anti -personnel mines as a means of armed struggleas well as storage, production and transfer of anti -personnel mines and ordering their destruction. Poland became a signatory to the contract on December 4, 1997, but it only ratified it in 2012.

On Thursday, MPs will work on subsequent deregulatory projects. It is about introducing changes to: Tax Criminal Code and in the Tax Code; in the Code of Civil Procedure and in the Civil Code and in the National Court Register. The first project assumes simplification of administrative tax obligations and alleviating penalties for tax offenses that do not cause direct tax losses. The second – enabling bilateral electronic communication in proceedings before civil courts, which will contribute to accelerating the circulation of documents, reducing costs and increasing the availability of justice. The project also provides for better use in the courts of alternative methods of resolving disputes, including mediation. The third project provides for the abolition of the obligation to publish entries in the Court and Economic Monitor in the National Court Register (KRS) and to enable access to KRS data through modern network interfaces.

The Sejm will also consider a bill prepared by a confederation, which is to enable citizens to access the so -called passive personal protection measures, such as bulletproof vests and modern military helmets.
