Special bonuses and salary additions worth 28,990,440 lei, granted under conditions other than those established by the collective labor contract and important delays and delays in the implementation of investment projects were discovered following an audit of compliance made by the Court of Accounts at Transelectrica, informs News.ro.
“Special bonuses and salary additions worth 28,990,440 lei, granted under conditions other than those established by the collective labor contract. This is one of the main conclusions resulting from the compliance audit mission, carried out during the period 2023-2024 at CNTEE Transelectrica SA, whose objective was the verification of the way in which the salary and the graduation of the company, as well Investment contracts, are in accordance with the relevant legislation, norms and regulations that were in force between 2020-2022 ”, announces the Court of Accounts.
Thus, for the audited period, external public auditors identified:
- Raws with a special character in the amount of 12,073,272 lei, without proofing the evaluation of the personal professional performances of the staff and without mentioning the actions with major impact performed by each of the employees in carrying out the activities carried out within the entity;
- Salary additions in the amount of 16,917,168 lei (8,410 lei/employee), without mentioning the purpose of granting them, the legal holiday or the special event, as provided by the collective labor contract.

“At the same time, the report reveals important deficiencies and delays in the implementation of the investment projects, no contract of works included in the verified sample being not carried out within the initial terms stipulated in the contract, which has led and can lead, in some cases, to the price adjustments as a result of the economic conjuncture of the last years, as well Energy transition ”, the Court says.
The deficiencies identified in the development of the investment projects refer mainly to:
- extension of the execution period on the grounds of force majeure, in the conditions in which, during their production, the execution of the contract was not stopped;
- non -calculation of the delay penalties for not realizing the term works, as well as making payments for goods and services that were not fully executed;
- non -recovery of the advances granted to the performer, under the conditions in which the contract was denounced by him;
- Failure to comply with the legal regulations regarding the adjustment of the price of the works contract, by determining the adjustment in conditions other than the legal ones.
