The PSD would not want to enter the government, but only draws time to finally leave Nicușor Dan. At least that's how he allowed to understand in Digi24 the mayor of Buzau, Constantin Toma: “If the PSD does not get the most possible, that is, a rock”, in which others “to remove the chestnuts” through a “prime minister of sacrifice” and only then “to come to the PSD and to save the situation”.

After three weeks of goal negotiations, it is understood that the PSD wants a rotary according to the Ciuca-Ciolacu model, to take from the middle of 2026, after the deficit decreases and expenses can be made before the general elections of 2028. The PSD also proposed the solution of a technocratic prime minister, possibly a Romanian specialist and a Romanian specialist politician. The Social Democrats do not want Ilie Bolojan in any way, because he is afraid of his possible success, the discipline he wants to impose, his good image, which he would swim step by step if he had propelled to the Victoria Palace.

The interim leader of the liberals condition, it seems, in his turn, taking over the position of prime minister to choose the ministers he wants, after the parties share their ministries, relying on the fact that each formation has competent people, who have not been to power until now and who can cope with the socio-economic complications.

Bolojan has economic solutions, but it does not have to support the possible coalition. He talked about a plan that can be presented to the European Commission and which “in the short term means a correction that can only be made combined from increasing income, from staggering investments and decreased expenses”, so that by the end of the year the deficit decreases to 9.3% to 7% of GDP. Bolojan believes that no government that will come will be able to avoid increasing taxes and taxes and that the prime minister who will be appointed, probably this week, “he needs authority and does not have to be a mucal man.”

UDMR – conditional support

UDMR initially said that he supports Ilie Bolojan for the prime minister's armchair, but Kelemen Hunor, the leader of the Union, stressed that there is not yet a prime minister's proposal in any party in the negotiations for the formation of the future government and, under these conditions, there have been no discussions on the ministerial portfolios.

The UDMR does not agree with the variant of a technocratic government, nor that of rotary, because it would give “a wrong message to society”. At the same time, Kelemen Hunor warned at the beginning of these negotiations that the UDMR will not be part of a minority government. In other words, without PSD, neither UDMR enters the government.

USR – support for Bolojan but conflicts with PSD

USR supports it, perhaps more than PNL, Ilie Bolojan for the prime minister's chair, but during the negotiations the Union Save Romania came into conflict with the PSD, not only on the topics of economic philosophy, but also against the background of political incompatibility between the two parties.

Dominic Fritz, the president of the USR, acknowledged that without PSD a stable government cannot be made, that a minority executive would have major problems and that the Social Democrats will not support from the Parliament the necessary reforms for the “weight loss” that the state needs. The USR does not believe in rotary and technocratic premiers and aligns with PNL and UDMR against changing the unique share and adopting the progressive taxation of wages and business, depending on their size, as they would like.

The challenge of gold and constitutional pressures

While Nicușor Dan has postponed the nomination of a prime minister to lead the negotiations of a government program, gold tests the cohesion of pro-European formations. So the Alliance for the Union of Romanians sent to the President of the Chamber of Deputies an official request for the notification of the Constitutional Court, invoking a legal conflict between the president and the Parliament.

The complaint refers to a “deliberate delay in the appointment of a prime minister”, which would have generated “a major institutional blockage, seriously affecting the functioning of the state authorities and undermining the principle of loyal collaboration between institutions”. However, the submission of this notification depends on the head of the deputies, the Social Democrat Ciprian Șerban.

It is hard to believe that in this phase, PSD would extend the gold. But if the PSD does not enter the government, the coalition of the social-democrats with the radicals is quite likely. For now, only European pressures push PSD to a PNL+USR+UDMR alliance, but the Eurosceptic current remains important inside this formation.
