DNA prosecutors have destroyed a real corruption network at the State Inspectorate for Control in Timiș Road Transport (ISCTR Timiș). The head of the institution was flagrantly caught while taking bribes, and a good part of the inspectors subordinated to him appear in the file with various acts of corruption. In fact, the Territorial Inspector ISCTR Timisoara and 9 other traffic inspectors were detained by the prosecutors.

DNA prosecutors descended, on Tuesday evening, at the headquarters of ISCTR Timiș and at the homes of several employees, in a corruption file. That's after the head of the institution was flagrantly caught while taking bribes. The people of the law claim that ISCTR inspectors, an institution that has a series of control duties in the field of road transport, were bribed with significant amounts of money, but in the file they also appear with amounts that start from 100 lei or consisting of a beer bath.

Corruption from small to large

The inspectors left corrupt and closed their eyes both on the technical control carried out in traffic, as well as the controls at the headquarters of the transport operators, suppliers and beneficiaries of divisible goods. In this way, ISCTR inspectors were “tuned” to issue various authorizations, opinions and other documents with priority.

Among those targeted by the file are the territorial chief inspector of the Territorial Inspectorate no.5 and the county coordinator Timiș.

In order to circumvent the very restrictive norms imposed by the national and European legislation in carrying out the road transport activity and to avoid severe sanctions, some of the persons involved in this activity have created true corruption criminal networks, giving significant amounts of money with the title of bribery with persons with management positions within the ISCTR

The bribes were collected on several levels, starting from the base, from the land inspectors. The director of the Timișoara region and his deputy were at the top in this system and received significant amounts, according to investigators.

Basically, the so-called monthly “subscriptions” were created, in the amount of thousands of euros, which people with management positions within the ISCTR receive, directly or through different intermediaries, from representatives of companies that carry out activities in the field of road transport and the supply of divisible goods (mineral aggregates).

In exchange for these amounts of money given with the title of bribe, the companies in question benefit from protection against the sanctions of the officials within the ISCTR for non -observance of the norms that regulate the road transport and supply of divisible goods, the source said.

Part of these amounts of money, received with the title of bribe by persons with management positions within the ISCTR would have been given to road traffic inspectors, either to earn their loyalty, or as a reward for involving the respective commercial companies, by not increasing their violation of legal norms during traffic controls.

In addition to this phenomenon of “great corruption” it was created within the ISCTR and the phenomenon of “small corruption”, in which the road traffic inspectors were involved, who would have received small amounts of money with the title of bribe, in the amount of tens and hundreds of lei, from the drivers who carry out the activity of road transport, so as not to be sanctioned in the various legality.

Social danger

Investigators highlight the fact that both “great corruption” and “small corruption” facts have an increased degree of social danger because in addition to affecting the proper functioning of a state institution and affects another whole field of activity, of road transport.

Interestingly, the 17 officials, including the 14 inspectors and the head of ISCTR, only 3 were not involved in corruption acts. Everyone else has committed a larger or smaller number of bribes.

Moreover, the head of the Territorial Inspectorate and the County Coordinator Timiș created a network of commercial companies that operate in the field of road transport and the exploitation of mineral aggregates, within the control of ISCTR, to which they would have offered “protection” in front of the controls carried out by the inspectors, in their inspectors, “Subscription”. The value of these subscriptions was according to the number of vehicles used for transport and the extent of the operating activity of the mineral aggregates.

It could be made “subscription” at the bribe

This organized corruption system, by establishing monthly “subscriptions” paid to persons with management positions within ISCTR – Territorial Inspectorate no.5 by certain companies whose activity is under the control of this institution was confirmed following the introduction of an undercover investigator. Through an intermediary, the undercover investigator obtained protection in exchange for the amount of 2,500 euros paid monthly, until the 10th of each month.
