On Thursday, an additional government meeting will be held, at which the issues of preparation for creating the state budget for next year will be discussed – Prime Minister Donald Tusk announced on Tuesday.

“I will ask the government to take another meeting (…) on Thursday. We will talk about, among others, about preparing for the budget,” said Prime Minister Donald Tusk before the Tuesday meeting of the Council of Ministers. He added that at the Thursday meeting, the ministers are to familiarize themselves with “all parameters, opportunities, restrictions, possibilities”. “So that we would prepare the budget in a way as responsible and perfectly” – he emphasized.

At the end of April, the Council of Ministers adopted macroeconomic assumptions for 2025-2029, which – as the Chancellery of the Prime Minister explained at the time – “will (…) be the basis for preparing the draft budget act for 2026”. According to the assumptions, the increase in real GDP in 2026 is to amount to 3.5 percent, and the average annual inflation is to amount to 3.8 percent.

“High investment outlays and funds from the KPO (National Reconstruction Plan – PAP) will be of key importance, supporting the modernization of infrastructure and energy transformation. An additional factor conducive to economic growth will be a decrease in inflation, which will affect the stability of the purchasing power of the household and improving the conditions of the functioning of enterprises,” the membership was written in the communication.

Also in 2026, the persistent good situation on the labor market, a high level of employment and an increase in real income will continue to support private consumption – according to the April message. Next year, the average salary is expected to increase – according to the assumptions – by 7.6 percent, and in real terms by 3.6 percent.

In the following years – the government forecasts – the growth rate of GDP will fall. In 2027, GDP growth will be 3 %, in 2028 it will reach 2.7 percent, and in 2029 – 2.6 percent. In turn, the average annual inflation will amount to 3 percent. in 2027, 2.8 percent in 2028 and 2.5 percent in 2029

According to the information on the budget procedure, posted on GOV.pl, the assumptions of the state budget project and their acceptance are to take place during the May-June period. Then – in June – the initial forecast of macroeconomic indicators is to be transferred to the Social Dialogue Council, while the disposers of budget parts (including ministries and institutions) are to submit to the Minister of Finance the material plans of tasks to be implemented.

In July, the amounts of expenditure limits for individual parts of the budget are determined, and in 21 days of receipt of their budget dispatchers, they have detailed budget plans within their parts. A month later – in August – the Ministry of Finance develops a preliminary budget project and provides it to the government. This project is to be submitted to the Sejm until September 30.

Pursuant to the Constitution, the budget should go to the President to signature within 4 months from the date of handing over the draft budget act to the Sejm. If this does not happen, the president may order shortening the term of office of the Sejm within 14 days. The Basic Law provides that the president signs the budget within 7 days. (PAP)
