Western powers are planning a nuclear resolution against Iran

Several Western nations intends to submit a resolution at the International Atomic Energy Agency (AIEA) to formally ascertain for the first time in almost 20 years that Iran does not comply with its so-called nuclear guarantees, a high-ranking Western official said on Tuesday, according to The Associated.
The initiative comes at a sensitive time when the administration of US President Donald Trump is trying to reach an agreement with Tehran for an Iranian nuclear program. The two parties have had several rounds in this regard, but for now they have not reached an agreement.
A resolution project, initiated jointly by France, the United Kingdom and Germany, the group known as E3, along with the US, circulated today after receiving the final signature from Washington.
According to the draft consulted by The Associated Press (AP), Iran is accused of, starting in 2019, has committed “numerous” violations of the obligations “to offer the Agency full and timely cooperation in terms of non -declared nuclear materials and activities.
“The inability of that (…) to provide guarantees that the Iran's nuclear program is exclusively peaceful gives questions to the competence of the Security Council of the United Nations, as a body that bears the main responsibility for maintaining international peace and security,” the project consulted by the AP.
At the same time, the initiators ask the general manager of AIEA, Rafael Mariano Grossi, to continue their efforts to implement this resolution and the previous ones ”.
AP explained that the text may undergo changes before formal submission, because the council members have the possibility to suggest amendments.
In accordance with the so-called nuclear guarantees, which are part of the nuclear non-proliferation treaty, Iran is legally obliged to declare all the nuclear materials and activities and allow the inspectors to verify whether any of them is diverted from peaceful use.
The cooperation between Aiea and Iran, “less than satisfactory”
In the “comprehensive report” of AIEA, which was circulated among the Member States last weekend, the UN Nuclear Supervisory Body stated about the cooperation between Iran and the agency that “it was less than satisfactory” in terms of uranium traces discovered by the agency inspectors in several locations in Iran that Tehran did not declare.
Aiea has asked Iran with the current origin and location of nuclear material since 2019.
Western officials suspect that the traces of uranium discovered by AIE can provide evidence that Iran had a secret nuclear weapon program until 2003.
The Tehran denies that he had ever had a nuclear weapon program and claims that his nuclear program has exclusively peaceful goals.
The Western diplomat who discussed with the AP described the resolution as a “serious step”, but added that Western nations “do not close the door of diplomacy in this matter.”
“The objective of the resolution is for Iran to solve the problem,” the source added, which is why the resolution will not ask the UN Security Council to consider new sanctions. “They will have a window to comply and finally respond to all the requests made in the last six years,” the diplomat said.
