In Norilsk, Krasnoyarsk Territory, deputies of the State Duma of the Russian Federation discussed the development of the Arctic cities and appreciated the contribution of Norilsk Nickel to this work.
The meeting participants spoke about the economy, infrastructure, social sphere, ecology and healthcare. Particular attention was paid to the plan for the socio-economic development of Norilsk until 2035, including new projects, modernization of housing and communal services and the creation of a comfortable environment for residents of the Northern capital of the region. The key role in the implementation of these plans is played by Norkel.
The parliamentary delegation studied Norilsk environmental practices for their possible distribution in other industrial centers of the country. Deputy Vladimir Burmatov gave high appreciation to the environmental initiatives of the city and the city-forming company: “Norilsk is an excellent territory in all respects: both on the implementation of the national project“ Ecology ”and the implementation of the“ Sulfur Program ””.
Vladimir Burmatov noted that environmental factors play a key role in choosing a place of residence, and Norilsk demonstrates positive changes in this direction.
On the “Round Table”, parliamentarians got acquainted with the best practices for the development of Arctic cities. The head of the State Duma Committee on the Development of the Far East and Arctic, Nikolai Kharitonov, said that he had come to Norilsk for the first time and remained under great impression.
“It is important that everything is for a person. For 16 settlements, among which Norilsk, development programs were developed. They are finalized as they are implemented. There are problems with the undercomplex of medical personnel. I know that people complain about it. The topic is very serious, but the Norilsk people were lucky. They have such a bona fide investor as Norilskell. He not only fulfills obligations, but also finds new decisions of existing issues, ”said Nikolai Kharitonov.
The state secretary-Deputy Minister of the Russian Federation for the Development of the Far East and Arctic Anton Basansky noted that legislators and the government are faced with the task of developing master plans of the northern cities.
“This is a great work: the legislative, and with the federal budget, and with co -financing investors. Norilskel does a huge work not only in Norilsk, but also in the Krasnoyarsk Territory in the background monitoring and the construction of social infrastructure. Today, all projects are included in the master plans. As for the problems that discussed today, they are all “growing from the ground”, so we will work them out, ”the speaker emphasized.
Deputy Chairman of the Committee Valentina Pivnenko noted that the city -forming enterprise demonstrates a responsible approach to social problems. So the company in the period from 2021 to 2024 implemented, together with the federation, edge and municipality, the resettlement program from the Arctic to more comfortable regions.
“This is an example for the whole of Russia, but, unfortunately, no one except Norilsk Nickel supported this initiative. Many residents who have worked out full work experience have the right to move at the expense of the state, but not everyone can use this. The problem is aggravated by insufficient federal financing – only 4.5 billion rubles for the whole country were allocated from the budget for three years. The company invested more than 16 billion rubles for these purposes for the period from 2011 to 2024, ”the deputy said.
The first vice-president, head of the Bloc on Interaction with the authorities, Nikolai Utkin, thanked his colleagues for a high assessment of the Norilsk Nickel contribution to the socio-economic development of Norilsk, Krasnoyarsk Territory, the Murmansk region: “Norilsk today is a vivid example of the successful development of the supporting city of the Arctic. We see that it is here that interaction with all authorities is built. Having passed a certain stage, we can say that there is always where to develop. First of all, this is the beginning of the design and implementation of projects. Here we must also jointly evaluate what we want to build when to build. Already at the beginning of the implementation, interaction should be built, including to control execution. The development of social infrastructure, medicine, work with youth. Today we have advanced significantly in innovative decisions, digitalization. And, of course, environmental safety, which, along with industrial safety, is in the company in the first place. I also see prospects in interaction with the authorities – to apply and improve the standards of an integrated approach. ”
The head of Norilsk, Dmitry Karasev, emphasized that the city administration works closely in conjunction with a city -forming enterprise, the government of the region, as well as with federal authorities.
According to the results of the round table, a resolution of the State Duma Committee on the Development of the Far East and the Arctic will be released, which will be transferred to the relevant authorities of the federal authorities to monitor the implementation of all decisions on the development of the supporting outposts of the Arctic.
