On Tuesday, on the portal X, the president of the Polish Teachers' Union, Sławomir Broniarz referred to the announcement of Prime Minister Donald Tusk that the government will submit ready -made bills, but if it is necessary, “he will rule and make decisions, also with trying to block good changes to the president.” “Prime Minister Tusk said +we will submit ready -made bills +. One is already lying, from 25.01.2024.” – wrote Broniarz. He asked, “what is the Sejm waiting for.”

January 25 last year In the Sejm, the first reading of the ZNP civic project on teachers' salaries took place. The proposal provides for linking the amount of teachers' remuneration with the average salary in the economy. At the end of April this year. Trade unionists appealed to the prime minister that “the government would seriously take care of teachers.” The issue of work on the project was raised by them many times.

Pap asked the deputy minister of education Katarzyna Lubnauer to comment on Broniarz's entry. The deputy head of the Ministry of National Education in response recalled the actions taken by the Ministry of National Education from January 24, 2024.

She indicated, among others, that “Teachers have already received nearly 40 percent. increases accumulated in the case of beginner teachers and 36.5 percent in the case of appointed and qualified (…), We started work and there is already a teacher on the Teacher's Card after the consultation “, which It introduces many solutions expected by teachers, e.g. twice as high as before retirement severance pay and the jubilee prize after 45 years, “but also issues of regulating the settlement of oversized hours”.

She also emphasized that a team of teachers' professional pragmatics and dialogue between the Ministry of National Education and all trade unions is “all the time alive”.

“It is not that we do not realize that we must strengthen the prestige of the teaching profession and act in this direction so that teachers are a well -paid group. A group that is satisfied with their work,” said Lubanuer.

As she noted, “the issue of teacher's autonomy is a very important element.” She argued that this can be seen “in every new core curriculum”, e.g. from health or civic education and issues contained in them, e.g. optional, “which increase the autonomy of the teacher.”

“We act in terms of improving prestige, the attractiveness of the teacher's profession and these are not idle words,” she noted. She indicated that expenditure on education from the state budget increased “to PLN 103 billion, or 55 percent in two years”, which “indicates very clearly that it is one of the priorities for us.”

To the remark that trade unionists argue, that last year's first reading of the project was the first reading, the deputy minister said: “There is a subcommittee, it will definitely meet, but this is the work of the Sejm. As far as I know, he will probably meet again in June.” At the same time, she pointed out that “we must be aware that the actions taken by the Ministry of Education (National) are always associated with the possibilities of the state budget and it can be seen that these last activities in the last two years have very clearly shown that teachers worthy wages are important to us.”

Asked if there is a chance for work on the project to end by the end of the calendar year, Lubnauer replied: “I can't answer this question, because I do not deal with this project (…). This is a project that is in the work of the subcommittee.”

Prime Minister Donald Tusk promised acceleration on the project in November. As he assured then, “there will be no more delay”. The Education Committee to which the project was sent, appointed an extraordinary subcommittee to work on the project. Until now, three meetings have been held, of which two of which a technical nature (selection of the presidium, setting the schedule). According to information on the Sejm website, there are no subsequent meetings in the near future.

The civic draft amendment to the Teacher's Card brought to the Sejm in November 2021. He collected over 250,000 under it. signatures – two and a half times more than the required minimum. The first reading of the project was carried out in February 2022. Then it went to the commission, where further work was not carried out.

In the case of civic projects, the principle of discounting does not apply with the end of the parliamentary term, which is why deputies of the current term returned to the draft novella. The first reading of the project was carried out on January 25, 2024. Broniarz argued that “the current teacher's remuneration system is extremely arbitrary, non -transparent, non -objective and depends on the decisions of politicians.” Therefore – as he said – it is necessary to shape the amount of teachers' wages based on an objective indicator.

Currently, the amount of teachers' remuneration is a derivative of the base amount for teachers specified every year in the Budget Act. It is used to calculate the so -called Medium teachers' salary (it is specified in the teacher's card for each degree of professional promotion). The basic salary and several allowances consist of them. The amount of the minimum basic salary of teachers at individual degrees of professional promotion is determined by the Minister of Education in the Regulation. (PAP)
