The price of the apartments could double. Which cities and neighborhoods entered the viewfinder of real estate developers

The price of the apartments could double, exceeding even twice the current prices in the Capital, according to the estimates of the market specialists, which justifies the increase by insufficient offer in relation to the demand.

The new apartments in Cluj can reach 6,000 euros/sqm, compared to 3,200 euros/sqm currently

The specialists in real estate believe that Bucharest has a significant potential of development on the residential area, but is currently exceeded in terms of prices by the cities of Cluj-Napoca and Brașov. If a new apartment in the Capital can be bought, on average, with 2,173 euros/sqm, according to the Imobiliare.ro index, a similar home in the west of the country costs about 3,200 euros/sqm, and at the foot of Tâmpei around 2,500 euros/sqm.

The price of housing in Bucharest will reach, in a few years, at 5,000 euros/sqm

Romanians will buy more and more expensive homes in the coming years. There are two scenarios that real estate developers are expected – either an annual gradual increase with a price digit, or an accelerated, two -digit increase. Only local authorities can influence this evolution, believes Cătălin Priscorniță, CEO Blitz, a real estate agency present in over 30 cities in the country.

The town halls must let go of all these projects that are in the delay of 8-15 years, PUZs and PUGs that are not completed. Through this infusion of properties in the market comes the correction because the yields are very large in real estate compared to Europe. Investors and developers make very beautiful money ”explained Priscorniță.

I see, by 2030, in the optimistic version with acceleration, a price of over 6,000 euros in Cluj and 5,000 euros in Bucharest. However, it will be a healthy growth because it is sustainability. This difference between new and old will be emphasized in the coming years. They will have their place in the Romanian market and boutique and medium and large projects because each project has its consumers ”he mentioned.

Puz problem

Things can change for the better, in the next 1-2 years, said Laurențiu Afrăsine, CEO Akcent Development, reminiscent of the problems of PUZs in Bucharest.

Afrăsine also spoke about his opinion on the future relationship between the developers and the City Hall. “I do not think we will attend a realization of the real estate market in the next year because we have an interim that will probably not impose its vision by having no long time interval.he said.

“Regarding the problem of the PUZ from Bucharest, at all the meetings we attended with the former general mayor I was told that it is on the last hundred meters. It has been 5 years and we are still waiting”he pointed out.

The limited offer on the new segment puts pressure and on the old market

“The 30% lower number of offers available in the market requires an over -specialization of the real estate consultant. We must be better and better in what we do. And we manage the same challenges of a large volume of requests to which you have nothing to offer.”said at the event Imobiliare.ro Hub National Mădălina Angheloiu, Broker/Owner Re/Max Properties.

In his opinion, the Bucharest market needs large projects to meet the buyers who are increasingly informed and educated and beyond square meters seek to buy a more comfortable lifestyle.

On what neighborhoods of Bucharest have put the developers' eyes

Developers plan to bring 32,000 new apartments to the capital by the end of 2028. Over 5,700 of these would be delivered only to Theodor Pallady area in the southeast of the city. Another 4,438 units are planned in Pipera, a neighborhood in the northern Bucharest that has developed strongly over recent years.

On the third place in the top of the areas where most new apartments are planned, there is the Drumul Taberei. In this case, it is about 2,341 units, according to the data presented by Imobiliare.ro at the event Imobiliare.ro National 2025, which brought together approximately 400 active professionals in the real estate sector.

The following positions in the ranking of neighborhoods in which the developers have most of the new apartments are occupied by Baneasa (2,340 units), Colentina (1,657 units), Străulești (1,355 units), Obor (1,333 units), military (1,261 units), Rahova (1,220 units) and Berceni (1.194 units).

Until the developers' plans, however, become reality the offer is kept at a lower level than the one registered in the first part of last year. Out of a total of 37,530 homes available for sale in the first quarter in the capital, only 23% have been completed in the last five years.

The number of new residential projects also decreased by 7% in the first part of this year, if we refer to the situation registered in Bucharest at the beginning of 2023. The developers had 211 projects, and most new apartments were available to buyers in Theodor Pallady, Băneasa, Militari, Drumul Taberei and Obor.

About 2,520 new apartments were put up for sale in Theodor Pallady, with an average price of 1,891 euros/sqm useful, up 17% compared to the first quarter 2023. In Baneasa, those interested in purchasing a home were able to choose the right property of the 1,858 apartments available in the market. These were put up for sale with an average price of 2,682 euros/sqm useful, up 6% compared to the beginning of 2023. Nearly 1,000 new apartments were put up for sale in the military. The prices requested in this neighborhood increased by 16% in two years and reached the average of 1,887 euros/sqm, according to centralized data by Imobiliare.ro.

Expensive with 13%, respectively 11% could also be observed in the case of new apartments in Drumul Taberei and Obor. Buyers had over 700 new units in both areas. The homes in the Drumul Taberei, however, are more accessible, these being put on the market with an average price of 2,033 euros/sqm. Those who wanted to buy a new apartment in the Obor area paid, in the first quarter of this year, on average 2,864 euros/sqm.

Increase the capital, but also Ilfov County

The development of the new residential segment does not stop, however, on the outskirts of the capital, but continues accelerated in the localities in Ilfov county. By the end of 2028, 20,500 new apartments are planned, most of which are to be delivered to Ștefăneștii de Jos, Voluntari, Popești-Leordeni, Rosu, Mogoșoia, Tunari, Buftea and Dobroești.

The largest offer can be found, at present, in Voluntari. About 1,500 new apartments were put up for sale here in the first part of 2025, with an average price of 2,711 euros/sqm, up 15% compared to the one practiced in the first quarter.

Between 200 and 260 apartments can also be found in the localities Roşu, Tunari and Popești- Leordeni, according to the analysis of Imobiliare.ro. Accelerated price increases could be observed, in the last two years, in the case of homes in the Red village, located in Chiajna commune. Those who bought a new home at the beginning of 2025 paid 24% larger amounts for each square meter compared to the people who made a real estate acquisition in the first part of 2023.
