The Ministry of Culture and National Heritage has announced that it increases the amount of remuneration for library loans from 5 to 10 percent. Public libraries from the previous year. As a result, over PLN 10 million will go to the creators and publishers.


The amendment to the Act on Copyright and Related Rights and the update of the remuneration regulation for library loans were the subject of the meeting of the Literary Field Team, which took place on Wednesday at the Ministry of Culture and National Heritage.
“Literary field team, after consulting with the Department of Copyright and Film of the Ministry of Culture and National Heritage, as well as representatives of the Association of Authors and Publishers Copyright Polska, adopted a resolution on presenting Minister Hanna Wróblewska Recommendation to raise the amount in the system by increasing the calculation basis with 5 percent up to 10 percent Values of purchases of public libraries from the previous calendar year” – the resort said.
As emphasized, Minister Wróblewska accepted the team's recommendation and decided to proceed to update the regulation on this matter. Thanks to this, the amount, which goes to the creators, creators and publishers, will double and amount to over PLN 10 million.
Work on the evaluation and change of the remuneration system for library loans has been carried out in the Ministry of Culture and National Heritage for a year. “As a result of these activities From January 1, 2025, the number of libraries that provide information on rentals was increased from 60 to 100. Thanks to the system signed by Hanna Wróblewska in 2024, the system for library loans covered all regions of Poland, providing visibility also to the creators and creators of regional literature ” – added Mkidn.

In Poland, the remuneration system for library loans for Polish writers, translators, illustrators and publishers was introduced in 2016 on the basis of the Act of 11 September 2015 amending copyright. It includes creators, translators and publishers of books created or published in Polish borrowed in public libraries.
The Association of Authors and Publishers of Copyright Polska appointed by the Ministry of Culture and National Heritage is responsible for the division and payment of remuneration. Funds for salaries come from the Culture Promotion Fund.
Pursuant to the Act, 75 percent remuneration is paid to the creators of the song, and 25 percent publishers. The amount of remuneration is calculated on the basis of data on loans collected in a given year in selected public libraries. (PAP)
