Russia continues to work on the memorandum project that establishes the principles of a possible future agreement to end the Ukraine, the Russian Foreign Ministry said on Tuesday, given that several Western officials have accused Moscow of drawing time.

The spokesman of the Russian MAE, Maria Zaharova said that the works on the Russian proposal continues and that, once the document is ready, it will be sent to Ukraine, according to Tass and Reuters.

“Russia continues to develop a memorandum project on a future peace treaty, defining a series of positions, such as the principles of settlement, the calendar of a possible peace agreement and a possible cessation of fire for a certain period of time if it reaches appropriate agreements,” she said.

“As soon as the Memorandum is prepared, and I want to note that the Russian Foreign Minister Sergei Lavrov literally comments on the progress of his elaboration, he will be handed to Kiev. We expect the Ukrainian side to make the same efforts and to send us his evolutions simultaneously with the receipt of the document,” Zaharova added,

Her statements come in the context in which Russian President Vladimir Putin, after a telephone conversation with US President Donald Trump earlier this month, said that Moscow is ready to work with Ukraine at a memorandum on a future peace agreement.

Putin said that the memorandum would define the principles of a possible understanding, the calendar of a possible peace agreement and details about a possible cessation of fire.

Merz: Russia does not want to engage in peace negotiations

German Chancellor Friedrich Merz said on Tuesday that the Ukraine war is expected to continue because of Russia's reluctance to go into negotiations.

“The wars usually end due to the economic or military exhaustion of a part or both parties, and in this war we are obviously far from reaching this (situation),” Merz said at a common press conference with Finnish Prime Minister Orpo in Turku.

“Therefore, we may need to prepare for a longer duration,” Merz added.

The German Chancellor appreciated Monday that Putin considers the proposals for discussion to end the conflict in Ukraine as a “sign of weakness.”

Vladimir Putin's attitude was also criticized by Donald Trump, who said on Sunday that he is not “satisfied with what his Russian counterpart.
