The United Nations (UN) warned Israel and Russia, on Thursday that their armies may be declared entities suspected of committing sexual violence, in the light of credible evidence in this regard, AFP reports.
In the report of the UN Secretary -General Antonio Getterres, it is mentioned that countries in question risk being added to a list of actors who are believed to use sexual violence, including rape, in conflict. On that list are, among other things, the Myanmar army, the Sudanese army and the Palestinian militant group Hamas.
“Due to the significant concerns regarding the patterns of certain forms of sexual violence committed by the Israeli armed and security forces and the Russian armed and security forces and the affiliated armed groups, these parties have been notified for a possible inclusion on the next reporting period,” the annual report said.
“These concerns refer mainly to the violations registered in the detention units,” writes in the document.
UN invokes “credible information”
In the case of Israel, the report claims that there is “credible information” on patterns of sexual violence committed by military and security forces, including “genital violence, prolonged forced nudity and repeated body searches in an abusive and degrading way.”
In February, the Israeli army accused five soldiers of abusing a Palestinian prisoner in a location used to withhold Palestinians in the context of the Gaza war.
According to the report, there is also “credible” evidence of irregularities “against Ukrainian war prisoners, in 50 official and 22 unofficial detention centers” and Russia.
“These cases have included a significant number of documented incidents of genital violence, including electric shock, beats and burns at the level of genital organs, forced and prolonged nudity, used to humiliate and obtain confessions or information,” writes in the report.
In 2024, according to the report, the mission of human rights monitoring in Ukraine documented 209 cases of sexual violence associated with conflict, including rape.
The report is also mentioned that Israel cooperated with a special representative on conflict sexual violence, but Russia, no. On the other hand, the document also talks about the refusal of Israel to give access to the inspectors.
Israel's reaction
Israel rejected the conclusions of the report and described as “unobitious” the letter of Guterres which accompanied the report.
“The UN has to focus on the shocking war crimes and sexual violence committed by Hamas and the release of all hostages,” said Israel Ambassador Danny Danon.
“Israel will not be afraid to protect its citizens and will continue to act in accordance with international law,” says the ambassador.
The Russian Embassy at the UN did not respond to the request to comment on the subject.
