A special US envoy condemned Russia. What did General Kellog write?

On Sunday, General Kellog posted on the X Post with a photo of fires in Kiev and added a comment to it:

“This is Kiev. Nonly killing women and children in their homes at night is a clear violation of peace protocols from Geneva from 1977 to protect the innocent. These attacks are shameful. Stop killing. Stop the fire immediately,” wrote Kellogg.

According to the latest report of the UN human rights monitoring mission in Ukraine, at least 209 civilians were killed in April attacks and 1146 were injured.
