Professional qualifications of nurses that have been developed in Romania will be recognized – assumes a project of the Ministry of Health transferred on Friday for consultation. The European Commission initiated a procedure on Thursday for violation of EU law against 14 countries, including Poland, which did not recognize the professional qualifications of nurses from Romania.

The draft amendment to the Act on the professions of nurse and midwife assumes the obligation to recognize, on the basis of acquired rights, professional qualifications of EU citizens who completed the education of a nurse responsible for general care in Romania. It is about people who have undergone a program that does not meet the minimum education requirements, but have one of the documents confirming the appropriate professional qualifications. The regulations would come into force on September 1.

According to the data of the Supreme Chamber of Nurses and Midwives (NIPiP), the qualifications of the nurse in Poland have so far been recognized by four people who completed education in Romania.

Pursuant to the EU Directive, the nurse responsible for general care, whose education began before the entrance of Romania to the Union in 2007, may benefit from the recognition of professional qualifications. Until March 4, 2025, Member States had time to implement the directive to national regulations. EU regulations were not implemented by: Poland, Bulgaria, the Czech Republic, Denmark, Germany, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, the Netherlands and Portugal.

The directive emphasized that in 2018 Romania undertook to carry out a special program of raising the qualifications of nurses to meet the minimum requirements. We also read that in consultations no Member State has raised an objection to the proposals that graduates of this program could use the preferential system of recognition of qualifications. (PAP)
