The Council of Ministers accepted the draft of the Civil Protection and Civil Defense Program, which will allow to send significant funds to the construction of a population protection system to the local government and other entities – said the head of the permanent committee of the Council of Ministers Maciej Berek.

On Thursday, a meeting of the Permanent Committee of the Council of Ministers took place. During the meeting, acceptance was obtained by, among others The Civil Protection and Civil Defense Program – Maciej Berek informed on the platform. He noted that the project prepared by the Ministry of Interior and Administration will “allow significant cash to build a population protection system to the construction of local government and other entities.

The program design for 2025-2026 is focused on six directions of activities. It comes, among others for inventory and increasing the resources of civil protection and civil defense, the construction and modernization of shelters, developing the ability to respond to threat, as well as actions to ensure the continuity of the state and supplies in situations of crisis and war.

In the years 2025-2026, the program assumes a review and check of objects that potentially meet the conditions and can serve as collective protection facilities. Opinions and technical documentation from checking such facilities will be one of the criteria for financial support provided, among others for renovations and modernization of protective buildings. In the first place, repairs and investments will be focused on areas covered by the “East shield” deterrence and defense program, but also to the place indicated by the city's voivods and the place of special exposure. They will be renovated, among others shelters under the so -called thousand years.

The construction or modernization of public facilities is to include obtaining energy autonomy and water supply as well as sewage disposal. The review will also include spare management positions for local and government authorities, as well as potential public places that can perform protective functions for the population. There are also plans to indicate objects that can be ad hoc ad hoc corpses that suffered in disasters and mass events.

The program provides for supplementing warehouses so that they provide resources necessary to protect the population for at least 3 days of threat. It is to be purchased, among others Equipment for conducting activities in conditions of hybrid threats, including chemical, biological, radiation and nuclear, as well as military or terrorist threats, for detection, identification and liquidation of contamination, including decontamination of people, animals, objects and terrain.

Entities implementing rescue and aid activities will receive additional equipment for rescuers, equipment for organizing and conducting rescue operations, including evacuation and humanitarian aid.

The plans include Construction of hospital landing networks that will be able to accept military air vessels, as well as police helicopters, SG and LPR. In hospitals, medical information management software will be implemented to manage the flow of wounded, sick and infected. The hospital infrastructure is to be adapted to adopt an increased number of vehicles, including buses. (PAP)
