Czarnkowe hours have been in force since 2022. It is one week an hour during which the teacher conducts consultations for students or their parents. The solution from the very beginning is criticized, among others through the ZNP.

On Monday, the union sent a letter to the Ministry of National Education in this matter; Broniarz recalls the results of a survey conducted on May 7-11. 12.5 thousand took part in the study. (12,469) teachers.

The vast majority (96 percent) of respondents believe that availability hours should be eliminated. Only 2 percent are of the opposite opinion. teachers (according to another 2 %, regulations should be modified). To the question “how often your pupils/your schoolgirls use the hours of availability” three -quarters of the respondents (75 percent) replied “do not use” (16 percent of teachers indicated that students do it very rarely, 6 percent – rarely, and 3 percent – often). Most (79 percent) of teachers also indicated that the hours of availability are not used by students of students (according to 18 % they do it very rarely, 3 % – rarely).

According to the vast majority (97 percent) of the surveyed availability hours did not facilitate the contact between the school and parents, and more than half (55 %) of teachers assessed that in their workplace there are no conditions for the implementation of availability hours (separate room).

Therefore, in a letter to the Ministry of National Education, Sławomir Broniarz applied for the liquidation of availability hours from the new school year.

So -called Czarnkowe hours are a behind -the -scene increase in the mandatory pension of teachers, without guaranteeing the right to adequate remuneration in this respect. They are an example of bureaucratization and imposing additional procedural obligations on teachers – he wrote.

He reminded that in 2022 ZNP negatively approved the draft amendment to the Teacher Card introducing the so -called black hours. “This amendment de facto restored card hourswidely criticized by the teaching environment (card hours were liquidated in 2016) ” – he added.

In a letter to Nowacka, the president of the ZNP assessed that after three years of provisions operation, teachers emphasize that it is “a dead recipe because the availability hours did not facilitate contacts between the school and parents; parents and students do not use this solution.”

PAP asked the Ministry of Education if the Ministry of National Education was working on regulations eliminating availability hours and whether it will happen from the new school year. Until the publication of the message, she did not receive an answer.

At the beginning of 2025, the deputy head of the Ministry of National Education Katarzyna Lubnauer announced that the ministry had received “in the last several months many signals regarding the need to evaluate existing solutions on availability hours”. She assured that all votes were analyzed.

At the end of December 2024, Deputy Minister of Education Henryk Kiepura announced that the ministry “plans to look at the efficiency of changes introduced in 2022 and is open to discussions about possible corrections (including e.g. expanding the list of possible activities and activities of the teacher during the so -called availability time)”.

For withdrawal as soon as possible from the so -called Czarnkowe “ZNP appealed to Nowacka in mid-March. As the President of the ZNP said at the time,” every teacher knows what his basic duty is resulting from the teacher-student relationship and you do not need to decorate it with legal provisions “.
