The third law, vetoed on Monday by President Karol Nawrocki, is the Energy Deregulation Act – said the head of the Chancellery of President Zbigniew Bogucki. Act, among others She raised the renewable energy installation threshold, from which a license must be obtained.

As Bogucki said, justifying the veto, “the government once again tries to allow a kind of arbitrariness as part of the renewable energy installation.” – With no permission to build renewable energy installations up to 5 MW. These are really medium installations and they would be out of any state control. I understand that they did not enter it in the windmill act, so they wanted to complete it with this law – he said.

The vetoed regulations raised from 1 to 5 MW the power threshold of the installation of renewable energy installation, from which it is necessary to obtain an appropriate license. Another recipe raised the power threshold of the solar installation, from which it is necessary to obtain a building permit. It was to increase from 150 to 500 kW, provided that the installation would be used only to satisfy its own demand. An additional condition was that the installation should not be in the areas of nature protection, such as: National Park, Reserve, Landscape Park, Natura 2000, Protected Landscape Area, Ecological use, Natural and landscape complex, and in their swhems, if designated.

– Social interest first. Only when this social interest is assured and the state has control over what installations are being built, then we can only talk about further steps – noted Bogucki. – We can talk about renewable energy, but in a transparent and rational way, and not through various lobbying solutions, which are to cause everyone to be able to build to the extent that they want – added the head of the president's office.

The act also provided for simplification of electricity bills. Only the most important cost components were to be visible on it, thanks to which the recipient in the household will know how much the cost of energy, trading in it, the cost of distribution and the total amount to be paid.

The act was also to change the principles of the so -called Cable pooling, i.e. connecting various installations on one connection to the network, so that all of the renewable energy types, and additionally energy magazines, will be able to use this solution. It also contained a provision moving the publication by the President of the Energy Regulatory Office of information specifying the amount of the power fee of September 30 to October 31 of a given year.

Earlier on Monday, the president announced that he had vetoed the provisions reducing penalties for formal tax offenses. “I don't agree to reduce penalties for financial crimes in a dramatic situation of Polish public finances,” he said.

Karol Nawrocki did not sign the amendment to the Act on the aid of Ukrainian citizens. His decision was motivated by, among others The fact that the 800 plus benefit should only be given to Ukrainians who work in Poland.
