Florin Milciu (56 years old), the first coach of Camelia Ciripan (46 years), winner of the bronze medal in Paris 2024 at the table tennis, did not receive from the ANS the award as a discoverer of the athlete, as provided in the GD 1447. After two unanswered addresses, he decided to act.

But how did it get here? According to the Government Decision 1447 of 2007, by amending on July 18, 2024 to paragraph 1 of article 39, in Decision 830/2024, it is specified that:

(1) The coaches or teachers who detected, selected and/or prepared athletes who, subsequently, under the guidance of other specialists, were ranked on the I – VI places at the Olympic Games, the Youth Olympics and at the Paralympic Games, respectively on the 1st places at the World or European Championships may be awarded by the Ministry of Youth or the Romanian Sport Case, for each of these performances, with a prize of up to 30% of the value granted to the athlete or athletes, selected and/or prepared“.

As COSR could not assume Florin Milciu's premiere, being the Paralympic sport, and the National Paralympic Committee is not mentioned in the operated modification, the reward was granting the former Ministry of Youth and Sport, in the meantime became a national agency.

Two requests submitted to ANS, no official response

On February 26, he registered with the National Agency for Sport a new request, which received the registration number 1789. By this, Florin Milciu asked for “to transfer to the undersigned account the amount of 125.290 lei, representing the value of the prize due by virtue of the quality of coach or teacher who detected and initiated the Cyripan athlete Camelia Ioana Roxana, a sportsman who ranked 3rd in the Womens Singles WS6 at the Paris 2024 paralima games.

Next, he wanted “to the extent that the agency does not understand to respond to the main request, to communicate my legal basis, or, as the case may be, the reason by which he considers that the undersigned would not be the amount of money provided by the national legislation”.

Florin Milciu also recalled that “all the necessary prior formalities had been carried out in order to achieve the premiere, in the sense that, during October 2024, the National Paralympic Committee (…) proposed to the National Agency for Sport the premiere of the undersigned, submitting the documents that attest to the discoverer”.

In conclusion, the note that “this is the reasoning for which I chose that, before analyzing the opportunity to initiate an action in order to award the prize that is due to me, to ask the entity who, in my opinion, is due to pay the value of the prize, to communicate to me why until this moment has not done the payment”.
