The National Electoral Commission decided on Monday that in a letter to the Minister of Finance Andrzej Domański on party subsidies for 2025, the amount of subsidy for PiS will be placed by less than PLN 11 million and the subsidy amount for the confederation less by PLN 87 thousand.

According to PKW, the subsidy for 2025 for PiS should amount to approx. PLN 15 million, and for the confederation – about PLN 8 million.

Pursuant to the Act on political parties, the application for payment of subsidies, along with the current statement from the records of political parties, is submitted to the Minister of Finance via PKW. It's about subsidies for parties that got into parliament.

The PKW decided on Monday that he would send a version of the letter to the PiS subsidy to the Minister of Finance less less than PLN 11 million. This means that the party would be entitled to about PLN 15 million of subsidies for 2025. Four PKW members voted for this solution, 3 were against, and one person – chairman of the committee Sylwester Marciniak – abstained. One of 9 committee members – Ryszard Kalisz was not present at the meeting.

The letter will also include information that the confederation is entitled to an annual subsidy reduced by three times the amount of funds obtained by the party's election committee (in the EP elections from 2024) in violation of the regulations. This three times is over PLN 87,000, and the confederation subsidy for 2025 – approx. PLN 8 million. Five PKW members voted for such a variant of the magazine, the rest of the current ones abstained.

During the Monday meeting, Marciniak emphasized that the PKW must indicate specific amounts to the Minister of Finance, because the party's request to pay them an annual subsidy is submitted to the head of the Ministry of Finance through the PKW. At the meeting of April 23, members of the PKW did not agree on whether the subsidy for PiS for the current year should be as much as indicated after the parliamentary election in 2023 (it was about 25 million 900,000) – or as much as it was after reducing in August 2024 by the PK, the party's financial statements from this election.

On Monday, Marciniak emphasized that it was time to pay the first tranches to the parties for 2025 at the end of April and asked the committee members to make a decision.

In August last year, PKW rejected the financial statements of the PiS committee from parliamentary elections in 2023. It showed irregularities in spending funds on a campaign in the amount of PLN 3.6 million. Consequently, the Ministry of Finance reduced the payment of subsidies for the elections and subsidies from the budget at 2024. The party appealed against this resolution, and the Chamber of Extraordinary Control and Public Affairs of the Supreme Court, in which the duties are, among others Considering complaints about the resolutions of the PKW, she recognized this complaint.

Therefore, the PKW adopted the PiS financial statement from 2023 parliamentary elections, but it noted that it does not determine whether Iknisp SN is a court and does not prejudge the effectiveness of its decision. The head of the Ministry of Finance, who commissioned transfers for the party for the party, asked the PKW to interpret the resolution, because in his opinion it is “internally contradictory”. Pursuant to the judgments of the Court of Justice of the European Union and the European Court of Human Rights, IKNISP SN is not a court. Its status is questioned both by the current government and most legal environments.

For 2024, PiS received two full quarterly installments of the subsidy, and later – after the PKW rejected the report and the position of the Minister of Finance – the third tranche was not paid. The fourth tranche – according to the information provided to the media by the Ministry of Finance – paid in January 2025 was reduced. For 2024, PiS received about PLN 15 million, i.e. over PLN 10 million less than the expected annual subsidy for this party.

In March, the PKW rejected the financial statements of the Confederation Committee from the European Parliament elections of 2024, including because of the sending after the deadline. PKW noted that in this connection, the confederation loses its subject grant from elections to the EP and the right to subsidy. At the end of April, the party appealed against this decision to the Chamber of Extraordinary Control and Public Affairs of the Supreme Court.

According to the Act on political parties, a request to pay subsidies, together with the current statement from the records of political parties, is submitted to the Minister of Finance via PKW. The subsidy is paid each year of the parliamentary term, in four quarterly tranches. The tranche is paid in the month after the quarter, for which it is paid. On April 23, the PKW decided to postpone the decision for the next meeting. (PAP)
