The elections for the first round of the presidential elections 2025 started in the diaspora, on Thursday evening, at 10.00 pm, the time of Romania. When the first polling stations-those in Auckland, New Zealand were opened. Romanians with voting rights from abroad have three days to choose the one who will run Romania in the next five years, being expected in Vor in 2, 3 and 4 May.

For the presidential elections 2025 in the diaspora, 965 polling stations will be opened, for the Romanians who are abroad on the day of the poll, whether or not they have their domicile or residence abroad.

Most polling stations are in Italy and Malta – 161, Spain – 147, UK – 108, France and Principality of Monaco – 69, Republic of Moldova – 64, US – 50, Belgium – 29, Netherlands – 23.

Compared to the localities in which the polling stations were organized abroad in the presidential and parliamentary elections of 2024, for the presidential elections 2025, 29 sections were relocated to localities or close areas, or as a result of consultations with representatives of the communities of Romanian citizens, or for a better coverage of the communities, in the various area, Voting, according to the Ministry of Foreign Affairs.

In the case of five polling stations in France, the United Kingdom and Spain will be used different addresses between the two tours of the presidential elections. At the same time, the Ministry of Foreign Affairs mentions that, as in the case of the elections of 2024, no polling stations will be organized in the following areas: Afghanistan (Romanian military have been withdrawn from operating theaters), Rostov-on-Don (closed consular office), Odessa (the activity of the consular office is temporarily suspended), SUBA, Venezuela (closed mission), Libya (the mission is relocated to Tunis) and Phenian (the activity of the mission is temporarily suspended).

Program of voting sections abroad at presidential elections 2025

Compared to the past elections, when the Romanians from the Diaspora could vote until the local time, the Government has modified this provision, and now the polling stations abroad for presidential elections 2025 will be closed on Sunday at 9:00 pm of Romania. By modifying the voting program for Sunday, May 4, Romanians from most states will be affected. Those who will vote from Greece, Bulgaria or the Republic of Moldova will not be affected, for example, states with the same time zone as Romania.

When will the voting sections for the diaspora be opened:

  • Friday, May 2, between 7:00 – 21:00 (local time);
  • Saturday, May 3, between 7:00 – 21:00 (local time);
  • Sunday, May 4 – the urns open at 7:00, and the voting ends at 21:00 local, but not later than the local time of Romania 21:00.

Acts necessary for Romanians who vote abroad in presidential elections 2025

Romanians who want to vote in the presidential elections 2025 abroad need one of the following documents:

  • identity card;
  • Electronic Identity Book;
  • provisional identity card; the identity card;
  • diplomatic passport;
  • Electronic diplomatic passport;
  • service passport;
  • Electronic service passport;
  • simple passport;
  • Electronic simple passport;
  • temporary simple passport;
  • In the case of students in military schools, the military service card.

According to the Ministry of Foreign Affairs, the estimated number of ballots needed for the polling stations abroad in the presidential elections is 3,600,000, for each poll.
