Among the 23 new proposals, included The abolition of double reporting by companies to ZUS and the Central Statistical Office, as well as the liquidation of some of the paper certificates when applying for a pension or pension – the initiative informed in Wednesday's announcement which work is coordinated by the head of Inpost Rafał Brzoska.

The deregulation team proposed that employers instead of separate reports to ZUS and the Central Statistical Office submit only one, saving time and money. Double reporting to the CO2 atmosphere is also to be simplified. It was explained that by submitting a report only to the National Center for Balancing and Emission Management with the possibility of simultaneously paying environmental fees, companies will save time and resources. Another proposal concerns the liquidation of excessive certificates and paper conclusions of ZUS. It is about the liquidation of the obligation to provide RP-7 certificates when applying for a pension, as well as annual income notifications to ZUS by pensioners. “ZUS already has this information in monthly declarations, so additional reporting is an unnecessary bureaucracy,” the team explained.
It was also proposed to create a digital database that will allow entrepreneurs to quickly and safely verify documents such as driving license, ID cards and diplomas. Verification – as explained – would take place with appropriate security, such as the consent of the data subject, through the trusted profile or in the Mobatcian application.
The simplification is also to be a change in the Act on the Social Insurance System, which will introduce a uniform insurance file (JPU) and automation of contribution settlements by ZUS. It was proposed that ZUS to take over the obligations of payers in determining the insurance diagrams, the grounds for contributions and the charge. “The digitization of the process will minimize the number of errors, reduce the time of obtaining benefits and relieve entrepreneurs from reporting obligations, and will also reduce administrative costs” – we read in the information.
In addition, the new deregulation package contains a correction of Polish order, thanks to which Polish companies will gain greater flexibility in adapting their structure to changing market conditions and will be able to compete on equal rules with companies from other EU countries. Other proposed solutions are a package of procedural simplifications in terms of accidents at work, introducing greater flexibility in automotive insurance and the introduction of the possibility of confirming insurance contracts in electronic form (e-mail, SMS, application) instead of a traditional signature on paper. “The level of paper, certificates and conclusions that citizens must fill in is unbelievable. Time to end it,” Rafał Brzoska's entrepreneurs quoted in the information pointed out in the information. Until now, the deregulation team has published 282 solutions, of which 228 have been transferred to the government side, and 67 are already in implementation. Most of the changes affect the seven areas: health projects and facilities for people. disabled, simplify taxes and improving liquidity for SMEs, unlocking the judiciary, digitization and development projects, energy security and cheaper energy, deregulation of EU regulations and defense and security solutions.
February 10 this year Prime Minister Donald Tusk proposed to the president of InPost Rafał Brzosce to lead a team that would prepare deregulation proposals and Brzoska accepted the proposal. A week later, the band published the first postulates regarding, among others nine changes to regulations and 14 statutory changes.
Until June this year. The team planned to submit a total of 300 improvements, but the pace indicates that much more will be developed. The first effects of the work are expected in May – the government announces that some of the facilities will become effective almost immediately after adopting the new regulations. (PAP)
