In the Krasnoyarsk Territory, in the first reading adopted a law on the reform of local self -government

Deputies of the Legislative Assembly of the Krasnoyarsk Territory in the first reading approved the law on the reform of local self -government.
In the Krasnoyarsk Territory, a package of laws has been developed that provides for the transition to a single -level system of organizing local self -government in accordance with the Federal Law “On the General Principles of the Organization of Local Self -Government in a Unified System of Public Power”, which will enter into force on June 19 of the current year. Today it was discussed at the Session of the Legislative Assembly.
The First Deputy Governor of the Krasnoyarsk Territory, Sergei Ponomarenko, told the deputies that it is planned to leave 39 municipalities in the region, including six city and 33 municipal districts. Now in the region there are 472 municipalities: 17 urban and 12 municipal districts, 32 municipal districts, 22 city and 389 rural settlements. Some of the districts are formed within the boundaries of existing areas and district centers unchanged, and some are waiting for enlargement – two or even three existing areas will include in them.
Sergei Ponomarenko noted that this should improve the quality of management, which is especially important in the conditions of a shortage of qualified personnel, as well as increase the efficiency of managerial decisions in the ground. The budgets of new formations will be stronger and will give the opportunity to develop at a higher rate. The solution to many problems will also be simplified, including the provision of utilities, tariff formation, improvement, fire safety and others.
At the same time, the availability of services will remain the same – the territorial bodies of the municipal district will be formed in the administrative centers of the settlements. The network of educational institutions, healthcare, and culture is preserved, as well as various benefits and support measures that residents of rural settlements and public sector employees receive.
In the system of formation of representative authorities – district councils of deputies – changes are coming. So, in the districts with the number of voters, more than 50 thousand councils will be formed from 35 deputies. 15 of them are elected in the Unified Electoral District in proportion to the number of votes of voters filed for the general meterritorial lists of candidates for deputies nominated by electoral associations, and 20 deputies are elected in single -member constituencies. The representative bodies of the municipal districts, the number of voters in which is from 10 thousand to 50 thousand voters, is proposed to form from 30 deputies, 12 of which are elected according to party lists, and 18 – in single -mandate constituencies. The heads of municipalities will be elected deputies from the candidates proposed by the governor.
The existing local governments will work before the expiration of their authority. The region will completely switch to a new system by the end of 2029.
The discussion of the bills was attended by deputies Boris Melnichenko, Alexander Ratakhin. The representative of the Communist Party expressed fears of the loss of the independence of municipalities and the adoption of laws without a wide discussion. Representatives of the green factions Irina Ivanova and the “New People” Denis Terekhov supported the law as a corresponding situation in the country.
The chairman of the Committee on State Organization, Legislation and Local Self -Government Galina Amplogov recalled that the bill aroused interest among deputies, all factions and committees took part in his discussion. As a result of the discussion, the Legislative Assembly prepared proposals that the government should take into account in its work. In particular, it is recommended to increase the level of accessibility of the Ministry of Economics for the population by developing territorial bodies providing state and municipal services. It is proposed to work out the issue of participation of the population in the implementation of self -government; methodological support and provision of legal assistance to the formed districts. The decision includes a separate clause on the need for information and explanatory work on the goals and maintenance of a new territorial organization.
“There is a lot of work to change the structure of local self -government in the region and to bring the regional legislation in accordance with new realities. By and large, it is important to understand that there is a reorganization of the MSU power apparatus designed to ensure the development of territories. It is important for people – where they will take certificates, draw up documents, whether they will remain in the settlements of the school and the hospital, whether the volume of services will remain. As the authority will be called – the rural administration or territorial representative office – is not so important, ”said Alexey Dodatko, chairman of the Legislative Assembly, the chairman of the Legislative Assembly.
By most votes, the package of laws of the region aimed at creating a single -level system of local government organization in the region was adopted in the first reading.
