Donald Trump introduced more extraordinary states than any of its predecessors in the recent US history. The president uses “aggressively and creatively” this tactic to expand his rights, diminish the role of congress and bypassing the rules – informs Axios on Friday.

The right to announce the National Emergency States has been conceived as a way of granting the President the possibility of acting in a more flexible way during crises. In the case of Trump, the introduction of an extraordinary state has become a way to exercise governments and skip the decision stage requiring the consent of the congress – explains the portal.

Legal experts are afraid that The use of this method in conjunction with attacks on the judiciary is to lead to a change in the constitutional balance of forces between the executive, legislative and judicial authorities – reports Axios.

Trump used the introduction of emergency states to impose duties on other countries, accelerate energy production, extract of raw materials, or militarizing federal areas at the border with Mexico.

By the right to announce an extraordinary situation in international economic relations (IEEPA), the International Emergency Economic Powers Act (IEEPA) may be used to expand their rights only in situations of “extraordinary and extraordinary threats” to the national security of America, its economy or foreign policy. Meanwhile, Trump used them to impose duties on states that are US allies, or even small countries and uninhabited islands – writes Axios.

As the portal continues, “according to the White House, America's trade relations cultivated for decades (…) qualify as such a threat.”

Elizabeth Goitein, director of the Brennan Center's Liberty and National Security research program at the New York University, explains in an interview with the portal that Trump for the first time broke unwritten standards regarding the use of such methods in 2019, when he announced an extraordinary situation on the southern border to, bypassing the congress, grant his administration billions of dollars for the construction of a border wall.

As a result, a provision created in 1977 regarding an extraordinary situation in economic relations, intended to serve the President in confrontation with hostile powers and never previously used to impose customs duties, is now used to change the global economic order – Axios concludes. (PAP)
