The former deputy mayor of Caracal took money and as a teacher almost all the mandate, although he did not step in the class. His sister signed her condica

Marina Samiee, the president of the PSD Caracal women's organization and the personal counselor of Mayor Ion Doldarea, was sentenced to 1 year and 6 months imprisonment, delaying the application of the sentence, for inciting to the fake. The decision issued on April 16 by the Caracal Court is not final, but it comes from an agreement to recognize the guilt concluded by Marina Samiee with the prosecutors. She is accused that three of the four years of deputy mayor was also paid as a teacher at the “Matei Basarab” Technological High School, but did not perform any time in the class. The students, everyone from evening classes, did not even know it.

• The investigation in this case has established that the sister of Samiee, a teacher at the same high school, signed Condica in his place, but the prosecutors did not clarify what happened to the students' notes.

Marina Samiee was director of the Technological High School “Matei Basarab” Caracal until January 2021, when, chosen on the lists of the PSD councilors in the local elections, was voted the deputy mayor of Caracal.

After the investigation in office, Marina Samiee continued to carry out teaching activity within the “Matei Basarab” High School. Only in documents, shows the investigation of the Prosecutor's Office of the Caracal Court. Samiee Marine was assigned hours of biology, public food and aesthetic and care of the human body. Based on the payment contract with the hour concluded with the high school, it should have been teaching in the evening classes, daily between 7 pm and 21.00.

From January 2021 to December 2023, although the figure as a teacher at the “Matei Basarab” High School, never presented at hours, shows the data in the criminal case, consulted by HotNews.ro.

Everything came to light in November 2023, when the Olt anti-corruption officers were notified that the deputy mayor of Caracal is paid as a teacher based on a fictional tip. The police went several evenings in a row to the high school where Marina Samiee had scheduled hours, but they never found it inside the educational unit. All teachers and students were asked, but they admitted that they did not break in high school to keep their hours.

“The hearing of some of the students of the class called Samiee Marina was also designated to teach the hours and modules of practice, claiming that during the period January 2021 – until graduation (in some cases) or until December 2023 (in other cases), it was not present at the courses, and they were not replaced by any other.

Nearly 60,000 lei collected on a fictitious tip

According to the data issued by the Olt County School Inspectorate, Marina Samiee received between January 2021 – December 2023 from the “Matei Basarab” Technological High School for the hours that figured in the “payment by time”, the amount of 58,884 Net Iei, the gross income being 100,634 lei. Throughout this period he did not benefit from collegiate holders, medical leave and was not sanctioned by hourly cuts.

Following the investigations, the prosecutors established that the one who signed the condica instead of the deputy mayor was his sister, in turn a teacher in the same high school. Prosecutors have charged both Marina Samiee and her sister, Emilia Camelia Păun. The forensic expertise carried out during the investigation confirmed that Păun had signed instead of his sister. In her case, the research continues.

The quality of suspect in the file also acquired the director of the high school, Nicola Luminița Ioana Gîtan, being suspected of investigators that she covered the deputy mayor. At the hearings, director Gîtan denied any involvement, claiming that he did not know that Marina Samiee was not doing his hours. It was complained that neither the students nor the teachers told him that for three years the deputy mayor did not come at hours.

ISJ agreed to reconciliation

Marina Samiee was charged for inciting and deception, and Gîtan director for complicity in deception.

During the investigation, the suspects Marina Samiee and Luminița Gîtan concluded a mediation agreement with the Matei Basarab High School, led by Gîtan, which mentioned that the first paid the entire damage retained in his task.

The Olt School Inspectorate has sent an address to the prosecutors showing that he agrees with the reconciliation of the parties and no longer wants to be held accountable for deception.

“Not having a criminal or civilian claims to suspects, agreeing with the reconciliation, by the ordinance on 24.02.2025, the classification regarding the crime of deception was ordered,” said the Prosecutor's Office attached to the Caracal Court.

As in the case of the crime of inciting to false, the parties' reconciliation does not intervene, Marina Samiee did not escape the accusation. Put in front of the undeniable evidence, she asked the prosecutors with an agreement to recognize the guilt, specifying that the state of health allows her to perform work for the community.

How did the court motivated the gentle punishment

The request was accepted by the Prosecutor's Office. The prosecutor has established a sentence of 1 years and 6 months imprisonment, but ordered it for two years. If during this period the Samiee Marina will not commit other criminal acts, the conviction will not be recorded in the record.

The prosecutor forbade her to exercise the position of teacher for one year, but also in the case of this complementary punishment, operates the postponement. Basically, practically the prohibition will become valid only if the postponement will be ordered. Marina Samiee was also exempt from work for the benefit of the community, in the recognition agreement being no disposition in this regard.

The agreement to recognize the guilt was validated by the Caracal Court on April 16.

The magistrates motivated their gentle plea. “The defendant was no longer previously convicted of the prison sentence. At the same time, the postponement of the punishment is also justified in relation to the person of the defendant and the fact that the negative event that is the subject appears to be isolated in its life, there are possibilities of rectification. The behavior of the defendant is not minimal indications that this did not understand the seriousness of his deed and what the consequences of the criminal law cannot be, ”the court argued.

Currently, Marina Samiee is a personal counselor of the mayor of Caracal, Ion Durulea. The mayor is the father of the owner of the LPG station in Crevedia where a devastating explosion occurred last year after which several people lost their lives.

Marina Samiee continues to teach at the “Matei Basarab” High School Caracal, where she appears as a professor of aesthetics and hygiene of the human body. Investigators stressed that from November 2023, when the police went to check it in high school, she resumed her activity in classes.
