A lower health insurance premium is not the peak of dreams. Business wants the rules from before “Polish order”

During the next meeting, which will take place on April 23 and 24, the Senate is to deal with the Act on healthcare services financed from public funds. It assumes favorable changes in health contributions paid by entrepreneurs. The SME spokesman appeals to the High Chamber and the President for the acceptance and signing of new regulations. However, there are voices that they privilege company owners towards employees, and were also not subject to arrangements, consultations and opinions.


– The proposal to introduce changes in the health premium since 2026 is a very good proposition – says Newseria Information Agency Agnieszka Majewska, spokesman for small and medium -sized entrepreneurs. – I appealed to President Andrzej Duda on April 10 to sign this law if he went to the desk, but also a letter to Senator Kidawa-Błońska, but to proceed, because the entrepreneurs are waiting for 1.5 years to do order with a health premium.
The Senate will deal with the amendment to the act lowering the health premium for most entrepreneurs at the meeting, which will take place on April 23 and 24. The Sejm was reduced to the health contribution for entrepreneurs on April 4 with the voices of KO, Poland 2050-TD and PSL-TD. Against PiS, left and circle MPs together, and the confederation abstained. The Senate was already meeting after this date, i.e. on April 9, but did not deal with this project. Hence the spokesperson's appeal.
The proposal assumes the introduction of a two -element health contribution basis for entrepreneurs. It will consist of a fixed part (9 % from 75 % of the minimum wage for work) and a variable, percentage, from an excess income above 1.5 times the average monthly salary in the case of people who settle the tax scale or flat tax and above three times the average monthly salary in the case of people on a lump sum. Changes will cause revenues to the budget lower by PLN 4.6 billion, which will remain in the pockets of 2.5 million entrepreneurs conducting business activity.
– Polish order introduced confusion in this area. Entrepreneurs are currently paying health contributions at various amounts. I have an entrepreneur who pays 100,000 PLN, I have one that pays 300, but I have one that over 500, so we can't talk about the health premium, because today it is a tax – says Agnieszka Majewska. – A majority of entrepreneurs will feel relief. Of course, this is not the peak of dreams, because it would be a return to what was before Polish order, or at least the introduction of the upper limit of health contributions, as it is with contributions with ZUS. At the moment, unfortunately, we do not have it, but I am happy, because 2.5 million entrepreneurs will benefit from it and I hope that from next year these regulations will come into force.
In the letters sent to President Andrzej Duda and the Speaker of the Senate Małgorzata Kidawa-Błońska, the spokesman drew attention to the excessive rate of increasing the costs of conducting business activity in recent years, which was significantly caused by a drastic increase in health contributions under Polish order. The negative consequences of these changes were felt for the entire Polish economy, in particular for hundreds of thousands of small companies, for which growing regulatory loads have become a serious challenge. As Agnieszka Majewska notes, the implementation of solutions adopted by the Sejm “will not solve all the problems that the smallest entrepreneurs are currently facing, but this will be an important step towards improving the conditions of functioning and increasing the competitiveness of Polish companies.”
– When conducting business activity, entrepreneurs are burdened with a high price of energy, every now and then increased ZUS contributions, a minimum salary of PLN 4,666, which will go up again from next year. So entrepreneurs will definitely feel relief and the money that they have paid on the health premium until now, they will be able to spend even on the development of their company – says the spokesman of the SME.
Opponents of the Act pay attention to the fact that the draft was processed “shortcuts”, bypassing the pre -consultation and public consultation and opinions. Reservations were raised in this regard by the social side of the Social Dialogue Council, omitted in this process. Representatives of the Chancellery of the President already speak of the appeals coming to her to veto the act. It is also emphasized that the facilitation will not include employees or pensioners whose contributions will be maintained unchanged.
– When it comes to whether the employee has better or worse, I absolutely do not agree with it, these are some social unrest, completely unnecessarily caused. The employee will continue to have a salary in the amount he has, the premium will pay in the amount he pays. In addition, the employee has 26 days of vacation, four days of vacation on demand, he can go to sickness. The entrepreneur has no vacation, because if he goes on vacation, he does not earn, he does not have four days on demand, and if he goes to sickness, he does not earn – indicates Agnieszka Majewska. – There are voices to me that in fact some employees can undergo self -employment. If it is their own will, I am very happy, because it means that they do not want to be employees, only entrepreneurs and work on our GDP. However, if it is the employers pushing employees to self -employment, I do not support it, it is negative. This should be the appropriate services that will control employers who will behave unfairly.
As emphasized by the SME spokesman in her appeal, “deficiencies in financing healthcare should not be supplemented by imposing excessive burdens on selected social groups.” The aspect of deficiencies was pointed out by the Supreme Medical Chamber, which demands that the rulers urgently ensure adequate expenditure on health protection, in particular the immediate indication of the sources of financing ensuring patient health safety and the proper functioning of the system. According to the President of the Chamber Łukasz Jankowski, a reduction in the health premium for entrepreneurs, in the context of existing financial shortages in the system, can significantly affect the quality and availability of medical services.
