By a resolution of the Presidium of the Oblast Executive Committee of the EAO of the Far Eastern Territory dated April 17, 1935 No. 138 “On the obligatory periodic verification of weight measuring instruments”, the department of the Chamber of measures and Libra was opened, which included ensuring the obligatory state verification of weights, weights, instruments, accounting and consumption of materials, etc.

Since 1969, the department receives the status of inter -district, and then on its base a Jewish laboratory of state supervision (ElGN) has been created for standards and measuring equipment. On April 17, 2008, the Birobidzhan Zvezda newspaper wrote that the Tank IS-3 monument was erected in the area of the Dalselmash plant.

The Monument “Tank IS-3” is a combat vehicle installed on a stone pedestal. The choice of just such equipment for the monument was not accidental. At the very beginning of the Great Patriotic War, the army acutely needed both manpower and armament. This was well understood by every resident of the country, including the Far East. To help the front in Birobidzhan, a 60th tank brigade was formed, which contributed to the Great Victory.

This IS-3 arrived from one of the military units of the Birobidzhan garrison to the territory of Dalselmash. Inside, the tank is completely punctured. On the trunk of a tank gun, four stars are placed white. During the war, such stars denoted the number of bumped units of enemy armored vehicles. But here they were applied only for beauty.
