At the beginning of April, it was loud about demographic forecasts for Poland, because the depopulation and aging of our country progresses faster than forecast. In 2022, Poland had one of the lowest demographic load coefficients throughout Europe (today it is not better at all, but you still have to wait for official data).

The aging society, the extending average life expectancy and one of the lowest fertility rates in the EU will make Poland one of the most demographically burdened EU countries,” In the PIE Economic weekly.
Will “bull” solve the problem with demographics?
According to “Fakt”, the Sejm was influenced by a petition submitted by an anonymous citizen, who proposes a solution in the shape of a “bull”. This citizen wants people who do not have children to be charged with a higher pension contribution. “The proposed solution assumes:
- imposing a double pension contribution to people who do not have children,
- imposing a higher premium by 50 percent For marriages with only one child, “we read in the petition.
In the justification of the petition, you can read that “childless people, without contributing to the future growth of taxpayers and contributions, naturally burden the system, without compensating it in its future maintenance” and that “improving demographics is crucial for the stability of the pension system based on intergenerational solidarity.”
The first calculations and “bulls” were also made hard in the pocket. According to “Fakt” A person with a minimum salary (now it is PLN 4666 gross), would pay to ZUS Additional PLN 455. With a salary of PLN 6,000, “Bull” would amount to PLN 585 per month. However, in the case of a salary in the amount PLN 8,000 gross (around the national average) monthly contribution would increase by PLN 780.80.
Let us remind you that “bulls” existed during the PRL. An additional fee was paid by lonely and childless marriages over the age of 25. The fee was in force until 1973. Important, the mere assembly of the petition does not mean work on a given idea. Neither the government nor individual deputies is working on “Bykowa” – there was no project in such a case.
