The Government Road Development Fund (formerly the Local Government Road Fund) has been operating since 2019. Its purpose – by co -financing local government investments – is to improve road safety, technical parameters of poviat and municipal roads, a local road network and increasing the attractiveness and availability of investment areas.

On Friday, Minister Klimczak announced changes in the functioning of the program, for which PLN 2.7 billion was allocated from the state budget this year.

“The Ministry of Infrastructure is working on an amendment to the support system for local governments. We have a ready law, which we currently consult with the finance minister, so that the Road Development Fund has more stable financing, is more ordered and supported by local governments that are waiting for the modernization of road infrastructure,” he said during a visit to Słok.

In an interview with PAP, the boss explained to me that the proposed changes result from experience in the functioning of the program in recent years.

“It is a truism to say that due to the interest of local governments, more money is needed. First of all, I care about the stable source of financing for this program and I convince the Ministry of Finance. Today we are based on a budget subsidy, which depends every year on the condition of the budget of states. I would like it to be a fixed source of financing consisting, for example, on a specific percentage of excise duty” – explained Klimczak.

He added that competitions for municipalities and poviats should also be conducted in a more systematized way. He explained that currently local governments are applying for financial support for various types of road investments from a common pool of funds to a given region.

“Various investments compete with Saturday, and we know that we have great needs regarding not only road construction and renovation, but also bridges, collision -free crossings through the railway tracks or multimodal transport. Therefore, I would like to divide the fund into individual types of investments, which we now meet in the competition process. Thanks to this, the distribution of funds for local governments will become more fair,” infrastructure ministry.

Minister Klimczak on Friday in Słok near Bełchatów, and earlier in Piotrków Trybunalski took part in the ceremony of signing contracts between the Łódź Voivode Dorota Ryl and representatives of the local authorities from the province. Łódź for co -financing road investments with RFRD. This year, this year, PLN 143 million will go to the region this year, of which over PLN 64 million was allocated to the implementation of poviat tasks and less than 79 million – to communal. 146 tasks received support: 51 poviat and 95 municipal, which will allow for the construction, reconstruction or renovation of 223 kilometers of roads: 118 km of poviat and 105 km of municipal.
