Spring budget adjustment of the Krasnoyarsk Territory will add 1.8 billion rubles to housing and communal services
The Legislative Assembly of the Krasnoyarsk Territory continues to discuss the spring adjustment of the budget. Thus, the Construction Committee, Housing and Communal Services and Civil Defense and Emergencies of Parliament discussed what additional funding would be launched for.
Budget revenues will increase by 7.8 billion rubles, and expenses – by 14.1 billion rubles. Finance Minister Vladimir Bakhar explained that almost 1.8 billion rubles will go to reform and modernize the housing and communal services. More than 1.3 billion of them is a compensation for falling income to enterprises that provide citizens with hot water.
Money for the repair and modernization of boiler houses will be received in the village of Nizhny Ingash, the village of Sineborsk, Shushensky district, in Yeniseisk and the village of Kamenka of the Achinsky district, treatment facilities can be repaired in Bogotol.
350 million rubles will additionally receive territories for the repair of public utilities, as a result of which the volume of regional support for preparation for winter will exceed 1 billion rubles. The expenses of the regional budget are reduced by federal financing of measures to restore the engineering and communal infrastructure of Norilsk. The costs of ensuring the activities of the regional training center for construction, housing and communal services and energy are increasing by 10.5 million rubles.
The head of the regional agency of the Civil Defense, emergency and PB Sergey Tagirov said that 132 million rubles will be additionally sent to the implementation of the program “Protection from emergency situations of a natural and technogenic nature and ensuring the safety of the population”. This will allow you to connect water and heat in the building of the Boguchansky rescue detachment, increase the financing of the activities of the rescuer regional institution, develop a project for a helicopter site in Krasnoyarsk, and also purchase overalls for firefighters.
Additionally, more than 1 billion rubles will be directed to create conditions for housing for citizens and the formation of a comfortable urban environment. Also, at least 196 orphans will receive certificates for the purchase of housing, the subsidy will increase Norilsk to the construction and reconstruction of residential buildings; At the expense of additional financing, it is planned to complete the 20-apartment residential building in the Nizhneingash district.
Deputy Chairman of the Committee Elena Penzina drew attention to the fact that there is no separate subprogram for the repair of empty municipal apartments. She also asked the Minister of Construction and Housing and Public Utilities of the region with the terms of the next stage of repair of the passage collector in the green grove of Krasnoyarsk, where the wear of the structures in some areas reached 98%, and local residents complain about the persistent smell of sewage.
Mikhail ZASKALO said that this year the facility did not receive federal financing, but the spring adjustment of the budget provides for the allocation of 50 million rubles for the repair of the collector. However, this amount is not enough to eliminate the problem. The minister also noted that by May the number of empty municipal apartments and the waiting list will be determined.

It is clear that there are large expenses that are required to resettle from dilapidated emergency housing, there are problems of the construction of treatment facilities and water supply facilities. But in general, it is clear that they worked very thoroughly with the proposal of the committee. ”
Given the new parameters, the income of the regional treasury can increase to 434.3 billion rubles, expenses – to 519.1 billion rubles. It is expected that the deputies will consider adjusting the regional budget in the first reading at a meeting of the session on April 24.
