At the proposal of the Ministry of Environment, Waters and Forests, the Government of Romania approved, in today's meeting, an emergency ordinance for the modification and completion of the Government no. 17/2005 for establishing organizational measures at the level of central public administration, reports News.ro.
“The offenders who poison our air, water, soil no longer have to escape among the fingers of the authorities! Today the emergency ordinance has been adopted that will make it possible to use as evidence in court all the filming and images captured by the representatives of the Environmental Guard.stressed Diana Buzoianu, Minister of Environment, Waters and Forests.
According to an official statement of the ministry, this normative act regulates the use of equipment and equipment purchased by the National Environmental Guard in the project “Monitoring and control equipment for the National Environmental Guard”financed by the National Plan for Redress and Resility, with implementation term 31.12.2025, by carrying out at least 400 checks with the new facilities purchased.
In this sense, the actions of the Commissioners and the staff of the National Environmental Guard in public spaces, as well as in private spaces where activities with possible impact on the environment and/or if there are suspicions regarding the commission of acts and facts that can lead to the environmental deterioration, can be registered and fixed with the photographic means, without the persons. Photo-Video records are means of proof.
“The endowment of the County Commissariat of the National Environmental Guard with digital equipment for the monitoring and control activities of the waste management is provided within the 56th of the PNR. Increased visibility in the real path of waste transport and, implicitly, reducing the quantities of waste illegally transported ”shows the Ministry of the Environment.
Within the aforementioned project, they were purchased: 1 Integrated ICT system, 8 truck scanning systems, 271 video video cameras, 16 unanswered air vehicles, 8 utility vehicles equipped with radio communications for the transport of monitoring equipment, 709 video cameras worn on the body. The project is part of the investment I.3. Development of entituational public monitoring and control capacities for waste management and pollution prevention, I3 Subinvestment.
“The adoption of this GEO emphasizes the urgent need to create a legislative framework as coherent and harmonized with the requirements of the OECD, by adopting legislative measures, in an emergency regime, to complete the applicable primary legislation in the field of waste and to strengthen the institutional capacity of the National Environmental Guard, in order to ensure the compliance with the OCDE”the statement said.
