Method of transfers to ANAF: from excavator, antifraud in seven days

Over 50 people from various areas of the country were employed in the communes and then transferred to structures subordinated to the Ministry of Finance. The mechanism was to be discovered by the auditors of the Court of Accounts in 2022, writes Public Record.

Experienced people or studies have come to work at the National Agency for Fiscal Administration (ANAF), after spending only one day or a few weeks in the town halls. The method was the transfer, that is, a request.

For example:

  • An excavator has come to work at the Sibiu Tax Fraud Regional Directorate
  • a pharmacy assistant to the county administration of Olt Public Finance,
  • A game supervisor arrived at the Orşova Border Customs Office,
  • A postal officer woman at the Campulung Municipal Fiscal Service.

The auditors also discovered that there was no internal procedure for selection and verification of transfers from other institutions. The Ministry of Finance and subordinate entities have not made public the available positions to allow the qualified officials to transfer.

Marioara Ghencea is the wife of Gigi Ghencea, former retired policeman and PNL county councilor at Olt. It was employed on December 29, 2020 at the City Hall of Teslui commune, on the position of chief accountant. Previously, he had worked at BCR.

After only seven days, she asked to be moved to AJFP Olt, and on February 10, 2021 it was transferred to the position of senior counselor. Then, it was promoted as head of the service for the verification and settlement of public expenses from the same structure of ANAF.

“The proposal regarding the temporary promotion of Mrs. Ghencea Marioara (…) was submitted to the leadership of DGRFP Craiova at the insistence of Mr. Ileru Florinel-head of the AJFP Olt. Olt in a note of relationships given to the auditors in 2022.

Magdalena Maria Manta is the wife of Cătălin Manta, mayor of PNL in Albeștii de Muscel, Argeș county. He had worked as an officer at the Post in Campulung. On March 1, 2021 he became a counselor in procurement at Bârla City Hall, led by another PNL mayor. After only 42 days, of which 28 was on medical leave, Magdalena transferred as an assistant inspector at AJFP Argeş, Trezoreria Câmpulung.

Andrei Hucuci was appointed legal advisor to the Verguleasa City Hall in Olt in April 2021, after previously worked as a lawyer and as an excavator. Also in April, he asked for the transfer to the Sibiu Tax Fraud Regional Directorate. A few months later he became an assistant inspector at the anti -fraud control service.

The financial audit report arrived on the table of Adrian Căciu (PSD deputy), at that time Minister of Finance and Ovidiu Lucian Heiuș, former head of ANAF, now the vice -president of the Court of Accounts, but nothing has happened, write the journalists from Public Record. During the period when the transfers were made, the head of ANAF was Mirela Călugăreanu. Now, Călugăreanu is the president of the Court of Accounts, the institution that then controlled the activity.

Contacted by Public Record, former Finance Minister Adrian Căciu said that “the full responsibility for hiring, selection and employment procedure rests with ANAF president, according to the GD 520/2013, with the subsequent modifications and completions:” The remediation actions fell into the task and obligation of the ANAF. “
