CNAS makes details about the new compensation rules. The full list of the 13 targeted drugs

CNAS came with details after information appeared in the public space that patients could pay hundreds of lei for compensated drugs. The institution points out that it is only 13 drugs, and the impact will be a low one.

The National House of Health Insurance has transmitted, through a press release, clarifications regarding the level of compensation of the drugs, in the context of the occurrence of erroneous information about major increases in the costs incurred by the patients.

Thus, the institution wants to emphasize that only 13 drugs are expected to change the level of compensation, and the increase of the personal contribution will be, on average, about 9 lei per box, not “500-600 lei per month”, as publicly conveyed.

“As a result of the occurrence in the public space of erroneous information, according to which the patients would bear significant increases in the personal contribution for compensated drugs (of the order of 500-600 lei/month/medicine)”, CNAS explained that these statements are false and create unnecessary panic.

List of targeted drugs

The institution specifies that the evaluation was made by the ANMDMR in 2024, according to the “Memorandum for approving the measures and the report of analysis and efficiency of public expenses in the field of health”, adopted by the Government in 2023.

“The purpose of this assessment was to make the use of the FNUAS budget more efficient and to allow the access of a greater number of patients to the drugs they need, at the optimal time, within the same budget allocated”, Says the CNAS statement.

According to the institution, the changes aim to move some 20% compensation drugs (Indapamidum, metoprololum, bisoprololum, perindoprilum + indapamidum, candesartanum cilexetil, rosuvastatinum, nebivololum, rilmenidinum, atorvastatinum) and the passage of others (phenofibratum, omeprazolum, spironolacTonum + amoxicum, furosemidum, furosemidum, + Clavulanicum acid).

The vulnerable population categories would not be affected, maintaining the current level of compensation of 100% of the reference price of drugs”, States CNAS, quoted by Agerpres.

What happens to vulnerable categories

They will continue to benefit from free: children, young people between 18 and 26 who study and do not obtain income, pregnant women, praises and beneficiaries of special laws.

In addition, the pensioners included in the compensation program for drugs in sublist B will benefit from a 90%reduction.

“The vulnerable categories of the population would not be affected, maintaining the current level of compensation of 100% of the reference price of children's medicines, young people (18 – 26 years) that study and do not obtain income, pregnant, praises and beneficiaries of special laws, and 90% for the beneficiaries of the program for compensating the price of medicines.

CNAS reaffirms that patients in Romania will not be burdened with excessive personal contributions, and statements in the public space on additional costs of hundreds of lei per month for these compensated drugs are false and create unnecessary panic”, It is shown in the quoted document.

Also, the Minister of Health, Alexandru Rogobete, confirmed in his turn that there is no normative project in the debate on reducing the level of compensation.

“The drugs conveyed today as being moved from one list of compensation to another have been discussed or validated by the Ministry of Health. Our goal is a clear one: to support patients access to treatments and to encourage the use of generic drugs”he said.
