Roskomnadzor “partially limited” voice calls in foreign messengers Telegram and WhatsApp* to combat crime. About this Reported RIA Novosti.

According to the regulator, these messengers became “the main voice services used to deceive and extort money, involvement in sabotage and terrorist activities” of Russians. At the same time, their owners ignore the requirements to take measures.

Therefore, for “countering criminals in accordance with the materials of law enforcement agencies, measures are taken to partially limit calls” in these foreign instant messengers. What exactly is meant by “partial restriction”, the department did not specify, but noted: there are no other restrictions on functions.

“The fight against the calls of criminals is being carried out sequentially. Since 2024, the Antifrod system has been working, which ensures the blocking of calls with the substitution of the number in the traditional telephone networks of Russian communications operators. As a result, such calls almost everyone moved to foreign messengers refusing to ensure the safety of Russian users and society, ”RIA Novosti departs quoted.

The mincifers reported that access to calls to Telegram and WhatsApp* will be restored if they fulfill the requirements for compliance with Russian legislation.

Users in Russia began to more often report problems with calls in WhatsApp* and Telegram in August 2025. The Kommersant source on the telecom market said that the problems with the challenges in messengers can be associated with selective blocks of calls, the testing of which began on August 1, 2025.
