In Krasnoyarsk, the consideration of appeals and submission of the prosecutor for the court verdict against the ex-chairman of the regional government of the region Yuri Lapshin and the former head of the regional transport administration Konstantin Mandrov began.
The prosecutor’s office reminded that the criminal case concerns the adjustment of the design and estimate documentation of the construction of the metro, which was engaged in Krasnoyarsktisiz. Documents provided by the research organization contained shortcomings that did not allow to consider the work of the executed. Also, the contractor drilled less than 60 wells in four areas of the city with the required 220.
Konstantin Mandrov knew about this. He submitted reports to the regional Minister of Transport, and he, in turn, informed Yuri Lapshin, the Prime Minister of the Territory. Despite this, Yuri Lapshin instructed to sign acts of acceptance of work worth more than 742 million rubles.
Documents with knowingly false information were signed by Konstantin Mandrov, who received 5 million rubles from a subcontractor for this and promised “patronage”.

In March of this year, Yuri Lapshin was sentenced to 3.5 years in a general regime colony, with the deprivation of the right to occupy positions in the public service for 2.5 years for abuse of office (paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation). Konstantin Mandrov was found guilty of receiving a bribe and exceeding official powers (paragraph “c” of part 3 of article 286, part 6 of article 290 of the Criminal Code of the Russian Federation). He was punished for 10 years in a maximum security colony, with a fine of 5 million rubles.
Disagreeing with the sentence, the defendants appealed to a higher court with complaints of him. In their appeals, they indicated the discrepancy between the court’s conclusions with actual circumstances. Lawyers insist on the cancellation of the sentence or the return of the case to the prosecutor to correct the violations that prevent a fair sentence.
Today, the Judicial Collegium of the Krasnoyarsk Regional Court announced the arguments of the submission of the prosecutor's office and complaints. Also, the lawyer Yuri Lapshin received a petition for the introduction to the case of new medical documents and the interrogation of a specialist on the state of health status.
The consideration of the petition and the performance of the parties was postponed on August 22.
